Main duties of the job
As an Estates Manager, you will report directly to the Senior Estates Manager, provide effective leadership to Estates Technical and Operational Teams, providing the varied skills that support the department's philosophy and Trust visions and values. The post holder will receive training, but will have Engineering and strong management skills, and acquire the skills to support the service safely and professionally. The post holder will be expected to work across the Trust where applicable.
The post holder is expected to be appointed to Named/Designated/Responsible/Competent/Authorised person's roles in keeping with requirements laid down in Hospital Technical Memorandums (HTM), legislative guidance and required by the Trust to deliver statutory and mandatory duties.
The post holder will be able to demonstrate the ability to effectively lead, motivate and be committed to the development of the department regarding training and Staff development.
The post holder will be responsible for the Operational Management of the Estate, the monitoring and reporting of professional quality and performance standards and ensuring compliance with statutory and NHS regulations, codes of practice and guidance.
The post holder will be responsible for the provision of an overall Estates maintenance function, which includes engineering, building and ground and gardens on the Hospital site using directly employed staff and contractors effectively and efficiently within the allocated budget.
Job responsibilities
* Work with the Senior Estates Manager/ Head of Estates to continually review the current Estates service and continued development of an Estates maintenance strategy.
* Provide direct management support of Technical staff ensuring safe systems of work are in place and exist for all high risk activities and in accordance with regulatory and mandatory requirements and formal implementation of HTMs is in place and managed effectively.
* To formulate policies, procedures and risk assessments for the operation and maintenance of all buildings and engineering services.
* To ensure regular staff development reviews are carried out and to identify training requirements for the staff.
* Monitor and analyse the performance of directly employed staff and contractors to ensure performance, quality and efficiencies are maintained and improved where appropriate.
* To arrange, negotiate and manage maintenance contracts for equipment and services with specialist contractors.
* Ensure all compliance/activity information is recorded and monitored to enable production of regular Estates performance information and Key Performance Indicators.
* To ensure all building and engineering activity is completed to a high professional standard and in line with NHS and statutory requirements, H& S policies and directives.
* Continually assess and analyse the risks associated with buildings, engineering services and activities, to ensure that robust contingency plans exist for significant risks.
* Prepare, review and update Planned Maintenance Schedules.
* Develop short and long term Estates business continuity plans.
* Develop, Prioritise Capital plans for plant and equipment replacement programme based on the Estates Risk Register.
* Be aware of all Estates corporate risk issues relevant to health, comfort and safety of patients, staff and visitors.
* Develop manage and maintain accurate training records, team development training plans and skill set development.
* Manage team sickness and behaviours in line with Trust Policies and Procedures, ensuring mandatory training is complete, sickness is recorded and managed effectively, team behaviours are maintained in accordance with Trust vision and values, all within an appropriate and timely manner.
* Participate in the Trust Estates Emergency on-call rota and management Rota.

* Experience of Management at an applicable level comparable to the Job Description.
* Experience of Budget Management.
* Experience of Developing Policies and Procedures.
* Experience in the management and development of specialist contracts.
* Able to demonstrate the acquisition of professional knowledge in Engineering Services through experience.
* Evidence of working in partnership with internal and external stakeholders.
* Experience of managing risk associated with service change.
* Awareness of the NHS Health Technical Memorandums.
* Experience in risk management.
* Knowledge of Statutory regulations applicable to the Job Description and Engineering practices.
* Authorised/Responsible Person Duties/ Appointments.

* Previous experience working in a management position within the NHS and more specifically Engineering services.
* Extensive experience as an assessor/mentor.
Qualifications
Essential
* Masters or equivalent level of knowledge and experience.
* Degree level qualification in an engineering discipline, or equivalent level of experience.
* HND level qualification or equivalent professional qualification.
* Evidence of continuous management development.
Desirable
* IOSH/NEEBOSH H& S Qualification.
* Served full Apprenticeship in an engineering discipline.
* Corporate/full member of one of the following professional and technical institutions: - IHEEM, CIOB, RICS, RIBA IEE, ImechE, CIBSE etc.
* Management qualification.
