Senior Operations Research Specialist Location: Washington, DC Department: Crisis1, LLC Type: Full Time Min. Experience: Experienced Job Summary: Crisis1 has an opportunity to support a Federal client's budget development and financial operations in the DC Metro area with mathematical modeling, data analysis, and cost and financial analysis. Responsibilities/Duties: Oversee the development and employment of the client's Activity Based Costing (ABC) model. Support the gathering and validation of data to support modeling activities and make recommendations to client leadership. Oversee the development of the statistically driven, risk-based, and operationally focused ABC model for allocating service fees to client customers. Review and recommend modeling updates to improve or streamline the current model or processes in order to better align the fees with the service delivery. Conduct cost forecast analysis using operational data to include such topics as managerial cost accounting, process analysis, and operational/support integration. Support the client in planning, analyzing, preparing recommendations, implementing, reporting, managing, delivering, and maintaining newly identified budget and financial projects. Support the client's annual budget development process from producing cost estimates to the development of cost and budget documents to the administration of financial and budgetary tools. Support the client's compliance with financial concepts related to Federal IT policies, procedures, and requirements. Support the analysis of costs related to operations and support/logistics and develop forecasts of those costs. Advise on the creation of new process documentation (i.e., SOPs, work instructions, etc.) to ensure compliance with policies, manage risk, and improve processes. Assist in the development, collection and reporting of financial performance metrics for the client, including reporting of Government Performance and Result Act / Modernization Act (GPRMA) measures. Prepare and deliver briefings and presentations, including status briefings, findings, and recommendations. Work with client stakeholders to document and refine requirements for analysis tools and data products. Prepare documents, presentations, and related materials for use by client leadership. Qualifications: Twenty (20) years of business and financial experience with no less than 10 years of experience in the delivery of Activity Based Cost (ABC) models. The following can be used as substitutes for the experience requirements of this key position: Twenty (20) years of business and financial experience can be substituted for ten (10) years of program management experience in the delivery of cost estimation and financial management or analysis, plus a completed and issued Project Management Professional (PMP) certification. Twenty (20) years of business and financial experience can be substituted for ten (10) years of program management experience in the delivery of cost estimation and financial management or analysis, plus a DAWIA Level 3 Certification for Business Cost Estimating or Program Financial Management. Master's degree is required in one of the following disciplines: Finance, Accounting, Business, or related discipline (a Doctorate degree is preferred). Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy. Proficiency in Microsoft Office 2010 or higher to include expertise in Microsoft Excel and Project required. Ability to conduct detailed research and analysis of technical data and then present the results of the research in an easily understandable manner. Ability to analyze business problems and then discern the appropriate statistical/analytical techniques to apply to address the problem.
