In the context of emerging integrated care systems, this is a unique opportunity to shape a new approach, with public health at the forefront of system leadership. Along with your fellow Consultants in Public Health, you will build a collaborative approach, maximising public health capacity and expertise across the Integrated Care System (ICS) footprint.
The Alliance is an integrated team of Consultants in Public Health, providing public health capacity and expertise across the ICS.
Main duties of the job
You will play a key role providing strategic leadership across organisational boundaries to maximise the impact of systems-based approaches, working with partners and communities to improve public health outcomes.
The Alliance will be underpinned by a formal accountability structure, governed through a workforce sharing agreement between partners. This post will be employed by Staffordshire and Stoke-on-Trent ICB and hosted by Staffordshire County Council. See attached Service Agreement for further detail. This post will have a portfolio which includes children and young people's public health as well as other responsibilities, to be determined following successful appointment.

The Alliance will be guided by a steering group made up of the following:

* Director of Public Health: Staffordshire County Council
* Deputy Director Strategy & Transformation: University Hospital North Midlands
About Us
The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.
Location Home based/hybrid working (most of posts). Travel on occasions to a Hub location with at least 1 days notice.
New starters are expected to collect IT equipment from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations.
Posts at Band 8c and above will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

Job responsibilities
As a Consultant in Public Health in Staffordshire & Stoke on Trent Public Health Consultant Alliance (the Alliance), you will have the chance to work across the local system to improve the lives of our local population.
The post holder will provide public health leadership, advice, and action to improve health and wellbeing outcomes for the local population through work with communities and partners.
Due to the Alliance approach, a high level of tact, diplomacy and public health leadership skill is required, including the ability to work across different organisations, with local politicians and senior management. The successful candidate(s) will need to challenge and advocate for effective working on specific issues to achieve public health outcomes and objectives.
Could any interested candidates please state if they have a preference for a specific post over another (e.g. ICB versus local authority). We will however, need to appoint according to business need primarily but we will do our best to accommodate preferences.
There will be a flexibility to work across different organisations in the future.
Responsibilities
Qualifications Essential
* In line with legislation, inclusion in the GMC Full and Specialist Register with a license to practice/GDC Specialist List (or be eligible for registration within six months of interview) or Inclusion in the UK Public Health Register (UKPHR) for Public Health Specialists at the point of application
* If included in the GMC Specialist Register/GDC Specialist List in a specialty other than public health medicine/dental public health, candidates must have equivalent training and/or appropriate experience of public health practice
* Public health specialty registrar applicants who are not yet on the GMC Specialist Register, GDC Specialist List in dental public health or UKPHR must provide verifiable signed documentary evidence that they are within 6 months of gaining entry to a register at the date of interview.
* If an applicant is UK trained in Public Health, they must ALSO be a holder of a Certificate of Completion of Training (CCT), or be within six months of award of CCT by date of interview. If an applicant is non-UK trained, they will be required to show evidence of equivalence to the UK CCT
* Applicants must meet minimum CPD requirements (i.e. be up to date) in accordance with Faculty of Public Health requirements or other recognised body
* MFPH by examination, by exemption or by assessment

* Masters in Public Health or equivalent
Experience Essential
* Delivery of successful change management programmes across organizational boundaries
* Experience of using complex information to explain public health issues to a range of audiences

* Media experience demonstrating delivery of effective health behaviour messages and working with the media/press
Skills Essential
* Strategic thinker with proven leadership skills and operational nous
* Able to demonstrate and motivate organisations to contribute to improving the public's health and wellbeing through mainstream activities and within resources
* Ability to lead and manage the response successfully in unplanned and unforeseen circumstances
Knowledge Essential
* In depth understanding of the English health and care system and the relationships with both local and national government.
* In depth knowledge of methods of developing clinical quality assurance, quality improvement, evaluations and evidence based public health practice
* Strong and demonstrable understanding of interfaces between health, social care and key partners (dealing with wider determinants of health).
* Understanding of the public sector duty and the inequality duty and their application to public health practice
