We have an exciting opportunity for someone who enjoys working in a fast-paced finance environment to lead our Capital and treasury strategy team, who are currently involved in a range of significant Council projects.
Responsibilities:
1. Proposing, developing, and managing the strategy for the Council's borrowing and financial investments.
2. Advising on the structure and financial feasibility of complex development and investment proposals, often involving joint ventures, substantial capital expenditure, and/or complex property transactions.
3. Working together with key partners across the authority and beyond to maximise resources available to the Council using specialist knowledge in corporate finance, treasury, and local authority capital expenditure legislation.
4. Leading and directing the team responsible for capital accounting, including supporting budget monitoring and setting.
5. Producing the Statement of Accounts and assisting with leading the process.
6. Keeping up to date with new policies and providing advice on economic issues, treasury management, capital investment, and joint ventures.
What you'll need:
The successful candidate will use their specialist knowledge in capital to ensure we meet our statutory and management accounting responsibilities. You'll be an experienced, qualified accountant with specific experience in capital, preferably within a large organisation in local government. You must have an aptitude for understanding and interpreting legislation, along with extensive experience in budgeting and forecasting.
You must be organised and able to work under pressure in a fast-paced environment, prioritising tasks to meet set objectives and deadlines. As the manager, you should be decisive, creative, and innovative in problem-solving, with the confidence to make informed decisions.
