Full Time / 37 Hours Per Week / Permanent
We have an exciting opportunity for someone who enjoys working in a fast-paced finance environment to lead our Capital and Treasury Strategy team, who are currently involved in a range of significant Council projects.
Key Responsibilities:
1. Propose, develop, and manage the strategy for the Council's borrowing and financial investments.
2. Advise on the structure and financial feasibility of complex development and investment proposals, often involving joint ventures, substantial capital expenditure, and/or complex property transactions.
3. Work together with key partners across the authority and beyond to maximize resources available to the Council using specialist knowledge in corporate finance, treasury, and local authority capital expenditure legislation.
4. Lead and direct the team responsible for capital accounting, including supporting budget monitoring and setting.
5. Produce the Statement of Accounts and assist with leading the process.
6. Keep up to date with new policies and provide advice on general economic issues, treasury management, capital investment, local authority capital legislation, and joint ventures.
What You'll Need:
The successful candidate will use their specialist knowledge in capital to ensure we meet our statutory and management accounting responsibilities. You must be an experienced, qualified accountant with specific experience in capital, preferably in a large organization or local government setting. You should possess:
1. Aptitude for understanding and interpreting legislation.
2. Extensive experience of budgeting and forecasting.
3. Organizational skills to work under pressure in a fast-paced environment.
4. The ability to prioritize tasks for yourself and your team to meet objectives and deadlines.
5. Decisiveness, creativity, and innovation in problem-solving.
