This is the role
As the Head of Service for Education Strategy & Central Operations, you will report directly to the Deputy Director of Inclusion & Learning and the SEND Strategic Director. You will be responsible for providing strategic leadership and ongoing oversight of the Council’s Education Strategy and locally developed policies, ensuring that statutory responsibilities, national guidance, sector-wide developments, and the needs of children, young people, and families are understood to support an increase in quality and performance.
Key Responsibilities:
1. Strategic Leadership: Provide strategic oversight of the Council’s Education Strategy and locally developed policies, ensuring compliance with statutory responsibilities and national guidance.
2. Collaborative Working: Work strategically across the County Council and partner organisations to ensure children and young people’s education needs are integrated into the wider strategic picture.
3. Resource Maximisation: Engage with colleagues across the education system to maximise the use of shared resources, technologies, and commercial opportunities.
Ideal Candidate:
4. Qualifications: Degree or equivalent relevant professional qualification or experience. Leadership qualification or evidence of leadership and management study, and continuous professional development relevant to the job.
5. Experience: Proven leadership and management experience at a senior level in education or local authority, including strategic oversight, performance, budget, and people management. Substantial experience in effective partnership working to improve outcomes for children and young people.
6. Skills: Ability to influence, lead, and deliver major cultural and organisational change in a complex environment. Experience in co-production with children, young people, families, and carers, using their feedback to improve service delivery.
7. Knowledge: Comprehensive understanding of statutory responsibilities across education, including SEND, relevant legislation, regulatory and inspection regimes, Ofsted frameworks, and education finance, including the Dedicated Schools Grant (DSG).
