* Act as the technical author for conceptual or detailed design specifications for new and upgraded measurement systems, software upgrades, acceptance and witness test procedures, recertification test procedures, and maintenance procedures.
* Monitor and control engineering team performance and make technically sound recommendations to senior onshore and offshore operations and production personnel.
* Drive continuous improvement throughout the operations and engineering teams to meet and exceed customer expectations.
* Control and monitor the competence assessment scheme and support personnel developing within the competency framework.
* Identifying improvement projects based on HSE, efficiency, and cost-benefit analysis.
* Capable of performing and producing reports for GAP analysis to detail and identify improvements.
* Compilation and review of metering Tender documentation and provision of technical and commercial support for clarification resulting from any submission.
* Perform and confirm design calculations, flowrate computations, and flowrate uncertainty budgets for metering measurement systems.
* Maintain close customer relationships and communications.
* Support clients' UKETS validation and assurance processes for annual reporting to the regulator.
* Assist the environment team with guidance for accurate environmental calculations and reporting.
* Support delivery of contractual KPIs and agree on contractual targets.
* Client meetings and reports: attendance, review, and approval as required within the contractual framework.
* A proven track record of working on liquid and gas flow measurement systems and an in-depth working knowledge of their operational principles.
* Good working knowledge and experience in offshore environments and the operation of Fiscal, Allocation, and Environmental metering systems.
* Capable of developing, monitoring, and controlling meter system performance and making sound technical recommendations to offshore and onshore personnel.
* Proficient in reviewing and understanding process data in the evaluation of mismeasurements and providing justification when not required.
* Ability to prepare flow, sampling, and allocation philosophies.
* Expert knowledge of relevant flow measurement standards, regulatory guidelines, and industry codes of practice (IP, API, AGA, HM, BS, and ISO standards).
* Experience representing the business at external forums, conferences, and workshops, liaising with third parties on behalf of customers, and dealing with commercial managers.
* Recognition in the industry as an expert Oil and Gas measurement practitioner.
* Proficient in producing calculation spreadsheets and trackers for integration with client systems, in compliance with manufacturer and international standards.
* Experience working with allocation systems and knowledge of hydrocarbon accounting methods.
* Expert knowledge of design calculations, flowrate computations, and flowrate uncertainty budgets.
* Capable of performing measurement and allocation audits/compliance checks to a high level.
* Ability to prepare conceptual detailed design specifications for new and upgraded measurement systems, software overviews, acceptance test procedures, recertification test procedures, and maintenance procedures.
* Experience in multi-phase and wet gas measurement systems.
* Chartered Engineer / Degree or equivalent significant experience in the measurement industry.
* Years of experience in oil & gas flow measurement or a related industry.
* Comprehensive understanding and awareness of the oil and gas business and the impact of measurement activity on the business.
* High level of numeracy and IT skills.
* Excellent interpersonal skills and the ability to communicate at all levels.
* Team player with a proven record of operating within a team environment to deliver operational excellence.
* ISO:9001 Certified as IRCA Lead Auditor.
* Willingness to travel overseas.
* Full driving license.
* Chartered Engineer status.
