Portsmouth City Council
At Portsmouth City Council we’re all about developing our staff, because we want to build a bigger and better city but we need the best employees to do so.
With a little over 207,000 residents and 7,000 businesses throughout this city, this unitary authority’s main goal is to ensure the best care and development of all those within the city. From customer service to Multi-million pound projects, our residents are at the heart of everything we do.
The Service
The Programme Management Office (PMO) has become a centralised PMO offering advice and capability to the wider Economy, Transport and Planning Directorate.
The PMO aims to: define and maintain the standards for efficient and effective project and programme delivery and work collaboratively with service representatives across the Directorate; project and programme management teams; and other key stakeholders (such as Finance, Legal, Communications and Democratic Services). They are adaptive and flexible to service needs, recognising that one size does not fit all. As a service we take pride in our work by valuing others, focusing on what is important so that we make a real and positive difference.
Your New Role
Reporting to the Head of Programme Management Office you will be responsible for delivering the day-to-day operation of the PMO within the Economy, Transport and Planning Directorate and contributing to the development and growth of the PMO offer.
You will play a proactive role in knowledge management to promote and implement best practice programme and project management methods, standards and documentation.
You will provide a consultancy service that offers advice and guidance on programme and project set-up and navigation through programme and project lifecycle which will include, but is not limited to, scheduling, use of tools and templates, management reporting, risk and issue management, benefits realisation and lessons learned etc.
You will also facilitate and deliver workshops for topics such as governance, planning, risk and issue management, lessons learned and stakeholder engagement etc. You will then produce post-workshop reports and review project update reports to ensure the integrity of the data.
You will attend conferences, events and training courses to keep abreast of project and programme best practice. Maintaining a bank of best practice knowledge and supporting the dissemination of that knowledge to the wider PMO team and to Project and Programme Managers.
What you’ll need to succeed
You will have experience of working in, or with, a PMO. You will also have excellent literacy and numeracy skills and be PRINCE2 Practitioner level qualified (or other methodologies/experience). You will have knowledge of MS Project, Word, Excel, PowerPoint at intermediate level and experience of developing policies. You will be able to demonstrate a good understanding of the structures, processes and governance frameworks across the City Council and experience of supporting and managing a range of projects/programmes.
If you have a positive attitude to change personally and professionally and you are flexible and resilient. If you possess strong coaching/mentoring skills and strong analytical and problem-solving skills, if you can demonstrate the ability to work independently and at times with minimal direction, if you have strong organisation skills and the ability to work accurately and meet challenging deadlines in a pressurised environment with competing demands then we would love to hear from you.
