TXM Recruit are looking for a Health, Safety and Environmental Advisor on a contract basis to work in a project with our current rail client in Glasgow.
Purpose of Job:
Support with HSE compliance requirements, this includes UK legislation and legal and other requirements, (e.g. GBMS/IMS and industry standards) from a project and company perspective.
Support the implementation of the HSE management system, policies and contractual requirements.
Ensure the mandatory and contractual HSE activities and documents according to STS role within the Consortium (Principal Designer and Principal Contractor) and according to CDM 2015.
Mainly to support construction, commissioning and other project functional activities.
Responsibilities/Functions:
1. Development, implementation, maintenance and review of the following:
2. Supporting the HSE Department by identifying applicable HSE local legal and other requirements, (e.g. Customer requirements). This includes support in the implementation of aforementioned and IMS/GBMS policies and processes.
3. Assist the project/HSE team with the maintenance of requirements associated with Environment and Safety Management Systems in accordance with ISO14001:2015 and ISO 45001:2018 standards.
4. Carry out auditing of the Project and its Contractors and monitoring the application of HSE internal management systems (e.g. Drugs and alcohol Policy).
5. Provide HSE advice and guidance as and when required to the Company and its sub-contractors.
6. Monitor compliance against requirements of Client Standards and other applicable industry standards.
7. Liaise with Scottish Environment Protection Agency and other statutory bodies as for obtaining relevant licenses, notices and all other Environmental requirements on ongoing basis.
8. Assist the project team in the development of an effective Safety Culture and awareness through innovative ideas and best safety practice.
9. Coordinate and guide staff with the review and acceptance of Safe Systems of Work, (e.g. Work Package Plans) and ensure that all HSE requirements are addressed in conjunction with functional leads.
10. Support with the review and implementation of Health and Safety Plans, Construction Phase Plans, EMP’s, Fire/Emergency Response Plan, HSE risk assessments and method statements (generic and site specific documents).
11. Collect data for all HSE Key Performance Indicators and communicate to appropriate persons within the Company on periodic basis.
12. Attend and participate in the periodic management review of HSE systems.
13. Take minutes of key meetings when required.
14. Carry out on-site HSE inspections.
15. Carry out HSE accident and incident investigation and reporting.
16. Undertake Health, Safety & Environmental briefings and training.
17. Management of the administrative HSE aspects and contractual HSE requirements.
18. Provide HSE advice and guidance as and when required to project staff and its contractors.
19. Perform HSE site inductions when required in conjunction with other key functional persons, (e.g. COS Site Supervisors).
20. Development of HSE key performance indicators/reports that meet needs of consortium team and client.
21. Any other ad-hoc duties as required to meet the needs of the Company and project.
Essential Skills:
1. Experience of implementing HSE policy and management systems on complex railway project.
2. Effective working knowledge of the Construction (Design and Management) Regulations 2015.
3. Experience of supporting Environment Management System.
4. Strong knowledge of UK safety and environment legislation and industry standards.
5. Suitable level of experience in implementing and maintaining the ISO14001 and ISO45001 management systems.
Physical Requirements:
Normal regular working cycle of this post is 5 days (Monday – Friday). But ad-hoc weekend working may be required.
Suitable level of health and fitness to work in trackside and on-site environment.
Ad hoc requirement for night-time working to undertake HSE inspections and other activities on-site.
Experience, Knowledge, Qualifications and Training:
NEBOSH certificate in Occupational Safety & Health or other equivalent.
Member of IOSH.
IEMA membership, (desirable).
CSCS competence.
2-5 year’s HSE experience.
Driving Licence is essential.
Information Technology / Office Skills:
Competent in use of MS Word, Excel, PowerPoint, Outlook and SharePoint.
