About the Team
Within Fiscal Group, the Debt & Reserves Management (DRM) team manages key financial assets and liabilities on the public sector balance sheet using analysis, oversight and through links to our main partners: the Bank of England (the Bank), the Debt Management Office, National Savings & Investments and the Royal Mint.
Within DRM, the Assets, Interventions & Markets (AIM) branch oversees the UK’s Official Reserves of foreign currency and gold holdings, leads HMT’s financial market monitoring and analysis, and works closely with the Bank to deliver crisis interventions.
Fiscal Group works on a wide-ranging set of issues at the heart of the Treasury’s objectives and of fiscal events such as Budgets. We are responsible for ensuring the sustainability of the government’s finances, overseeing its macroeconomic policy framework, and stable and efficient financing of government liabilities. Work includes advising the Chancellor on the appropriate levels of borrowing and debt (as well as broader commitments like guarantees & insurance), providing analysis of the government’s finances, overseeing financing raised for the government by the Debt Management Office and National Savings & Investments. We work with teams across the Treasury to support decisions on the full range of policy. We also have a particularly wide and deep range of relationships beyond the Treasury including the Office for Budget Responsibility, Bank of England, and the Office for National Statistics.

About the Job
In this role, you will:
1. Lead on policy for the Exchange Equalisation Account (EEA) to ensure the FX reserves are ready to meet the EEA’s policy objectives.
2. Build and maintain strong working-level relationships with partner teams across HM Treasury and the Bank of England which manages the EEA as the Government’s agent.
3. Support HMT’s wider financial market monitoring and analysis.
4. Support HMT’s contingency planning for Bank of England financial stability interventions by developing related policy to improve preparedness and analysing the fiscal impacts to deliver interventions as required.
5. Work flexibly across boundaries to support other team priorities across financial markets and the wider financial assets and liabilities on the government’s balance sheet including debt management policy.
6. Line management of a Senior Executive Officer (SEO) grade, plus additional matrix resource depending on live priorities.
About You
The successful candidate will be able to develop and apply economics and/or financial markets expertise to solve policy problems. You will be able to plan a project, manage a portfolio of ongoing projects with competing demands, whilst working with a small team and delivering high-quality work to Ministers. You’ll have the ability to deliver difficult and complex messages, building strong relationships of trust with external partners, senior officials and ministers. Lastly you will have the ability to exercise judgement in making evidence-based, impactful recommendations to senior officials and ministers in the face of imperfect information and/or policy trade-offs.
