JobSummary:
Totake the lead on behalf of Council in legal proceedings aroundtenancy enforcement on all aspects of Housing Management withregards to General needs and Independent Livingtenancies.
Toprovide supervision assistance and guidance to the HousingManagement Team as whole around further action to be taken or nottaken in an effort to sustaintenancies.
Toconduct final reviews and analyse individual tenancies tenants andactions taken in an effort to sustain tenancies and makerecommendations to case officers around the next steps to betaken.
Toassist the Housing Officers Housing Officers (Independent Living)and Housing Coordinators where additional informal support isrequired.
Tolead and support the delivery of all housing management functionsof the Council as far as they affect tenants to achieve the Councils housing objectives and the priorities of theCouncil.
Tocontribute as a member of a multifunctional team of housing staffto provide a seamless qualitative and customer focusedservice.
Tocontribute as a member of the wider team in creating a positiveworkingenvironment.
Toensure that customer care is maintained to the agreed standardsaccording to the Council s purpose aims andvalues.
Contribute tothe delivery of a comprehensive Housing Service in accordance withthe Council s policies andprocedures.
Deliver theestate management service in accordance with the HousingStrategy.
Work on owninitiative under the general direction of the Housing Services TeamLeader.
KeyDuties(Sample):
Represent theCouncil in legal proceedings in regard to all court processesrelating to housingmanagement.
Toconduct final reviews on all tenancies atrisk of eviction and identify the next steps to be taken in aneffort to sustain thetenancy.
Supervise theHousing Officers in delivering a housing management service for alltenants of the Council in general needs housing and IndependentLivingschemes.
Provide adviceassistance and information to tenants and the general public by wayof office interviews home visits telephone calls writtencorrespondence and email efficiently and courteously withparticular emphasis on customercare.
Liaise with allhousing teams Housing Services Team Leader and other officers toensure appropriate support is provided in the delivery of housingservices and to identify and resolve any complaints orproblems.
Work withinternal departments and external organisations to ensure wherepossible tenancies are sustained through a multiagency approach andindividual supportpackages.
Monitor installand coordinate the use of noise recordingequipment.
Support HousingOfficers to investigate and process allhousing management requests such as transfers of tenancy mutualexchanges and succession in accordance within currentlegislation.
SuperviseHousing Officer to investigate report and act upon possiblebreaches of tenancy conditions using all appropriate methodsincluding Court action to remedybreaches.
Manage andinvestigate high risk complaints of antisocial behaviour andneighbour disputes and take prompt and appropriate action againstoffenders in conjunction with other agencies such as the police andsocial services. Ensure accurate recordsare maintained collate witness statements and ensure we are workingwithin currentlegislation.
Support HousingOfficers to prepare a full evidence package in neighbour nuisanceand antisocial behaviour cases for instructing legal action andfollowing through to conclusion of any Courtaction.
Promote tenantparticipation wherever possible establishing and maintainingproductive links and promoting equal opportunities within theservice.
Work withresidents and other agencies to develop and maintain communityagreements.
Subject to dataprotection procedures lead on liaising with other agencies onissues of tenancysustainment.
Organise caseconferences and attendance of all relevant agencies in appropriatecases in an effort to achieve a positive outcome for tenants inmaintaining theirtenancy.
Monitor andsupervise Housing Officers to Ensure all work is recorded on thehousing management systems and prepare cases notes and reports forthe Housing Services TeamLeader.
Ensure allmonitoring records are accuratelymaintained.
Prepare reportson statistical data for monitoring the service and recommendingwhere improvements can bemade.
EssentialExperience and Qualifications(Sample):
Previousexperience of supervising staff in a Housingenvironment.
Previousexperience dealing with the public both face to face and bytelephone with a varying customerbase.
