We areseeking a highly motivated individual with experience of working in aMultiple-site, building and Estates environment, working 37.5 hours over 5days and as part of the out of hours rotsered on call Estates Manager followinga 6-month probation.
ThePost Holder is expected to support the Estates Department in ensuring theestate is safe and fit for purpose to allow Livewell Southwest CIC to runeffectively and without interruption. The Estates officer will do this bycreating good working relationships within Estates and other Livewell SouthwestCIC Departments. Recording the condition of the estate, diagnosing buildingdilapidations and managing remedial and improvement works. Managingconstruction projects in a safe and as unobtrusive manner as possible andproviding advice and up to date technical information where appropriate.
Workingacross our estate located across Plymouth and Southwest Devon, this role willrequire you to be able to travel independently to any one of our 40+ buildingsand sites. Experience and good knowledge of the CDM 2015 regulations, andspecifically the duties of a principal designer, are key to successfully deliveringin this role. You will be expected to travel and work independently across theEstate.
Goodcommunication skills and a willingness to undertake training are required. Youmust be numerate and literate, with good written skills,and experience of using MS Office and computer-based applications.
Main duties of the job
To provide Project Monitoring servicesrelated to refurbishment construction, reactive and planned maintenance andorganisational change projects undertaken by Livewell and other NHS and privatesector organisations to ensure due diligence and operational safety during theworks as well as quality and fitness for purpose of works undertaken.
LWSW CIC provides highquality NHS care and services to the people of Plymouth, Tavistock and SouthHams.
The main duties of the Project Monitoring Surveyor will be the leadofficer related to preparation of project briefs, monitoring and inspectingconstruction work, recording progress, escalating concerns, carrying outhandover procedures, and ensure compliance with contract documents,construction regulations, best practice including Royal Institution of BritishArchitects Project Stages and CDM Regulations 2015.
The post holder will need a goodunderstanding and knowledge of building and services.
Other duties will include supporting andenabling LW's internal capital bid process, supporting effectiveoperational premises compliance and supporting other Estates functions, as andwhen directed.
Leads onallocated projects as directed accordingly.
This role may not be eligible for sponsorship under the Skilled Worker route.

Job responsibilities
1.Assist inestablishing project management structures to ensure the right people areinvolved at the right time thus providing the correct relationship betweentechnical/maintenance issues and the service to be provided followingconstruction, to ensure that the final product meets with the end users needs.
2.Workin collaboration with members of the Project Design Team and clients to ensureprojects, both pre and post contract, run smoothly and objectives are achieved.
3.Preparespecifications, drawings and tender documents for the employment of consultantsand contractors ensuring that the Livewells requirements are clearly definedand all relevant legislation and codes of practice are complied with,particularly those applicable to health and safety at work, for the successfulcompletion of projects, using all available information technology and computeraided design systems.
4.Evaluateand select the tender which will provide the best value for money for Livewelland NHS Partners.
5.Manageand oversee contractors as appropriate. To ensure that technical/qualitystandards are maintained and implemented to maximise efficient allocation ofresources. To guarantee compliance with legislation and codes of practice, ensuringthat all requirements of the works are accomplished, so that good value formoney is achieved.Make at least weekly visits to the projects in contract, attending the sitemeetings and advise and escalate any difficulties being encountered or likelyto be encountered. Make recommendations both orally and in writing about anyaspect of the works including quality which do not conform with the plans,specifications or schedules of works and other documentation that might beunsatisfactory for any other reasons of designs, work or cost. Referrecommendations to scheme consultant/line manager for a decision on furtherinstruction.
6.Continuouslymonitor work on site in accordance with the Contractors Risk Assessments andMethod Statements (RAMS) and the CDM Construction Health and Safety Plan, andendeavour to ensure the safety of all persons affected by the works. Promptlyreport breaches to contractors and consultants in written form.
7.Examine, as far in advance as possible, all contract documents anddrawings on individual schemes for discrepancies. Attend pre-contract meetings.Report and on the performance of contractors and external consultants. Maintainan up-to-date knowledge and awareness of all relevant regulations, NHS HTM andHBN, British Standards and Code of Practice and ensure compliance withlivewells policies and Quality Management procedures
8.Providethe project board and/or the property manager with current informationindicating progress to ensure the successful completion of projects withinagreed timelines and budgets. In conjunction with the appropriate directoratefinance manager prepare and monitor spend profiles, providing on-going cashflows to enable Livewell to compare actual against projected spend for allcapital and revenue outlay.
9.Providetechnical assistance with feasibility studies to enable users to forecast thecost of potential projects allowing Livewell to maintain a consistentdevelopment process.
10.Appraisenew building and estates legislation and developments and incorporate them intospecifications accordingly to ensure that the Livewell meets its obligations at anacceptable level of risk, whilst providing good value for money.
11.Carry outall procedures in accordance with Livewells standing orders and financialinstructions to ensure good practice which meets with the Livewellsrequirements.
12.Assist orled the contract administration of projects, issuing the relevant documentationas required to ensure that the terms and conditions of the contract arecomplied with.
13.To carryout other reasonable related duties fitting to the post as requested by theProperty Manager or Finance Director to ensure that Livewell receives a robustproject management service.
14.Prepareand attend snagging inspections and advise the schemes consultant prior to theissue of Certificate of Practical Completion. Ensure that schedules of defectsafter handover are maintained, and their rectification before the expiration ofthe defects liability period.
15. Witness on site testing& commissioning and keep appropriate records of results. Maintain recordsand data, operate and maintain information systems and undertake generaladministrative tasks
16. Planning of own day to day worktasks.
17. Plan and organise complex activities requiring formulation andadjustments.
18. Management of external designconsultants, where necessary, including provision of documentation for usersrequirements, briefing Consultants, procurement of design, management of fees,monitoring and checking design solutions, prior to construction and installation.
19. Plan with the client andimplement remedial measures (e.g., decanting / phasing activities) to ensurethat projects can be carried out with minimum risk to staff, patients andvisitors.

Person Specification
Qualifications
* Degree in a building related subject, or equivalent qualification e.g. Professional qualification in construction or surveying RICS, CIOB.
* To lead on a full spread of professional expertise, technical consistency, the development of quality standards, and initiatives in respect of the role of the estate in patient care, and to ensure that Livewell complies with it's statutory commitments.
* Familiarity with the risks and hazards associated with asbestos and other common hazardous materials.
* A commitment to seeking new ways of working to achieve continuous project and organisational improvement.
* Extensive experience in managing and designing building projects and/or designing building services, including preparation of specifications, tenders and the ability to initiate design drawings.
* Good understanding of the business planning, project management and capital procedures.
* Technical qualifications in health and safety (NEBOSH certificates).
* Current CITB CSCS card or be prepared to obtain.
Specific Skills
* Good technical skills within an NHS or healthcare environment, with substantial experience of all stages of the design and construction of a wide range of building types, including complex healthcare projects.
* Ability to analyse and interpret the content of expert opinion on matters pertaining to Estates Capital projects e.g. Design, legislation, Health and Safety.
* Making judgements across a wide range of Estates projects by utilisation of complex facts that require analysis, interpretation and comparison of a range of options.
* Judgements across wide range of estates projects issues, including design options, taking into account legislation, Health and Safety and conflicting demands.
* Ability to interpret Health and Safety legislation.
* Good organisational skills, flexibility and able to work under pressure to meet tight deadlines.
* Current valid driving licence and access to a vehicle.

Experience
* Experience in carrying out duties of Clerk of Works/Supervisor/Quality Inspector type role/similar ensuring that contractor workmanship is fit for purpose.
Knowledge
* A thorough knowledge of Computer Aided Design systems.
* Specialist knowledge on all aspects of building and construction methods
* A working knowledge of the Health & Safety at Work etc Act 1974, acting as a Contract Administrator under the JCT form of contract.
* Thorough knowledge of project management relating to complex projects.
* Must be able to demonstrate relevant up to date CPD records and knowledge of the latest CDM Regulations, Codes of Practice, British Standards and legislation.
