Job description The Faculty of Business and Law at the University of Portsmouth, in collaboration with Portsmouth City Council, are seeking an innovative and motivated individual to co-develop and co-design a novel evaluation framework and initiate organisational change for more evidence-informed decision-making to tackle multifaceted societal problems. This Management Knowledge Transfer Partnership (mKTP) will embed organisational knowledge and capabilities to Portsmouth City Council for understanding, reporting and showcasing the impact of interventions to effectively improve public service delivery. Working closely with the University and Council the successful candidate will develop a new and innovative approach to evaluating and further enhancing the significant impact the council already has within the City. PCC is seeking to identify the most appropriate tools and methods to consistently gather and integrate evaluation evidence into its decision-making processes. The Strategic Intelligence and Research team within the Public Health Directorate of Portsmouth City Council plays a crucial role in providing evidence-driven insights to inform public health policies and interventions. This unit focuses on analysing complex data, identifying health trends, and evaluating the effectiveness of public health initiatives to support strategic decision-making and improve health outcomes across the city. The KTP Associate will work closely with the Strategic Intelligence and Research team and departments across the council. The Project: This KTP project addresses the increasing demand for services and challenges in funding faced by local authorities. The innovative evaluation framework will enhance the Council’s capacity to understand and report the impact of public health interventions, enabling more effective decision-making and improving public service delivery. The Role: This is a unique opportunity for a specialist passionate about evaluation and public service improvement. You will lead, facilitate, and manage the Knowledge Transfer Partnership (KTP) project, driving the development of an evaluation framework designed to enhance the impact of public health interventions and organisational learning. You will be part of a wider drive for more evidence-informed decision-making encapsulated in Health Determinants Research Collaboration (HDRC) Portsmouth, with the successful candidate able to draw on, and support, the developmental evaluation of the HDRC recently commissioned by PCC. This position will be based in the Civic Office, Guildhall Square, Portsmouth PO1 2AL. Monday to Friday (09:00 - 17:00), the company operates flexible and hybrid working hours.
