The Programme Manager–Active Travel is a key post within a growing Infrastructure Planning & Transport Service, which is responsible for the Council’s engagement in all major transport infrastructure schemes to support delivery of the Council Plan, Local Plan and Local Transport Plan, as well as other Cumberland-wide partnership initiatives.
This role will involve working with partners, politicians, stakeholders and technical specialists to develop and deliver a wide range of walking, cycling & wheeling projects in diverse settings including cities, towns, the Lake District National Park and the Cumbria coastal region through Cumberland’s ambitious and collaborative active travel programmes.
The application and evolution of standards and ways of working with Active Travel England, Sustrans and other industry partners will be instrumental.
The post holder will also support the council’s Transport Planning & Data Manager and Infrastructure Planning Team to achieve an integrated approach on evidence-informed planning to enable infrastructure delivery plans to unlock sustainable development, support economic growth and social wellbeing within Cumberland.

Key responsibilities summary
* Drive project and programme delivery across significant corporate programmes for active travel working across teams to deliver to exacting quality standards on time and within agreed budget, adopting an open and balanced approach to active risk management, escalation and performance monitoring.
* Lead compliance activity across the active travel programme ensuring all relevant statutory requirements, financial controls, standing orders, procurement procedures, contract requirements and grant conditions are fully complied with.
* Be a project and programme management expert taking the lead on thematic delivery strands within the portfolio, working closely with colleagues on complementary programmes and technical specialisms.
* Actively participate in the continuous improvement and development of increased efficiency of Cumberland Council by pro-actively sharing programme management expertise and promoting a culture of quality programme delivery.
* Manage and participate in senior stakeholder engagement across a wide diversity of internal and external stakeholders including communities, elected members, senior officers, partner agencies, local businesses and government.
About you
We are looking for candidates with a track record in the delivery of large and complex projects and programmes including capital works at all phases including business case, design, construction, handover and monitoring & evaluation. Significant experience of managing large public facing projects and programmes subject to high levels of interest by local communities, the media and politicians is relatively important here.
You will have well-developed project, programme, safety and risk management skills across all stages of programme lifecycle and a recognised project management qualification is desirable. Experience of working with a range of stakeholders including elected members, funding bodies, Active Travel England, Sustrans and government departments / sub-national transport bodies will all prove useful in fulfilling the post. Further, a proven ability to motivate and influence others, as well as strong negotiation, commercial and performance management skills will great aid the postholder.
