1.0 Position Purpose
The Executive Officer is responsible for implementing the Company’s various policies and procedures over a wide range of activities, operations and other services provided within and/or by the Company. The Executive Officer will be responsible to other Company employees who are more senior than him/her.
2.0 Duties and Responsibilities
The Executive Officer is to carry out all duties listed under the Job Description of the Clerk. In addition, he/she is responsible for the following duties:
1. Required to implement the Company’s policy over a wide range of activities, services, or sections under the direction of senior officers; translating laws, regulations, directives and instructions into action;
2. Dealing with correspondence, cases and enquiries relating to the function of the unit or section and is required to deal with members of the public, answering queries, handling complaints, and communicating decisions;
3. May be responsible for scrutinising cases that do not fall within the scope of approved policy and procedures and recommending appropriate action;
4. May function as the executive assistant of a manager or a senior officer. May perform accounting, procurement, and personnel work; may man site offices of major projects or outstation offices under the direction of professional, technical, or managerial staff;
5. Performs any other related duties as may from time to time be entrusted to him/her by the Manager or his/her delegate.
3.0 Supervision Received
Direct supervision from the Unit’s or Section’s officer-in-charge and/or other senior officer within the Unit or Section where he/she is deployed, who will also conduct the performance assessment for this position.
4.0 Supervision Given

5.0 Authority
The Executive Officer has the authority to take any responsible action and decision consistent with the position objectives and responsibilities and subject to any direction given by the Section Manager or his/her designated representative.
6.0 Accountability
The Executive Officer shall be accountable to his/her duties assigned to him/her. The performance and effectiveness of the appointee will be determined by considering the following:
1. The efficiency and effectiveness in performing his/her duties;
2. The maintenance of all records, documents, files and other data and information, as well as other related documents used in carrying out his/her duties;
3. The upkeep of any equipment under his/her charge issued to him/her.
7.0 Working Conditions
Normal office working hours and conditions with a possible requirement to work in unscheduled or crisis situations after office hours or on weekends.
8.0 Skills Required
1. Strong interpersonal and communication skills;
2. Must be highly computer literate and highly proficient in the use of MS Office applications;
3. Ability to work on own initiative;
4. Ability to prioritise and work in a timely manner to achieve specific targets;
5. Good problem-solving skills;
6. Must be fluent in Maltese and English;
7. Must possess numeric capabilities.
9.0 Academic Qualifications & Work Experience
Must be in possession of a recognised Diploma at MQF Level 4 (subject to a minimum of 120 ECTS/ECVET credits, or equivalent) or higher in Human Resources or Business or Finance or Management or ICT or any other business-related subject relevant to the operations of the Company and directly related to the functions described in this Job Description; AND Must have a minimum of one (1) year work experience in a clerical and administrative role.
OR
Must be in possession of at least one (1) Advanced Level Certificate (which must be in any of the following subjects: Accounting or Maltese or English or Mathematics or Economics or Computing or Information Technology or Marketing or Physics), with a mark which is at least Grade D; AND Must have a minimum of two (2) years of work experience in a clerical and administrative role.
OR
Must be in possession of six (6) Ordinary Level Certificates, which must include two (2) of the following subjects: Accounting or Business Studies or Computing or Economics or Maltese, or English or Mathematics or Physics or Engineering Technology or Information Technology (This can also be the ECDL certificate), with a mark which is at least at Grade 5 in the case of SEC examinations or Grade C in the case of Edexcel (London) examinations; AND Must have a minimum of three (3) years of work experience in a clerical and administrative role.
OR
Must be in possession of four (4) Ordinary Level Certificates, which must include two (2) of the following subjects: Accounting or Business Studies or Computing or Economics or Maltese, or English or Mathematics or Physics or Engineering Technology or Information Technology (This can also be the ECDL certificate), with a mark which is at least at Grade 5 in the case of SEC examinations or Grade C in the case of Edexcel (London) examinations; AND Must have a minimum of four (4) years of work experience in a clerical and administrative role.
Preferably possesses the ECDL and other administrative and/or technical competencies.
