North of England Commercial Procurement Collaborative (NOE CPC) is a collaborative procurement organisation based in Sheffield and hosted by Leeds and York Partnership NHS Foundation Trust (LYPFT). An exciting new opportunity has arisen for a Procurement Delivery and Process Manager to join the expanding team at NOE CPC. Reporting to the Head of Procurement Operations, you will be responsible for ensuring that key procurement processes, procedures and systems are in place, and are developed and continuously improved to support the overall operation of NOE CPC.
Main duties of the job
The role will include leading and managing a team of procurement professionals, ensuring compliant procurement delivery and performance in line with external quality standards, business objectives and KPIs, and customer expectations. The role will work with the Head of Procurement Operations and Category Leads to develop, maintain and communicate NOE CPC's framework workplan/pipeline. Responsibilities will also include ensuring consistent delivery of procurement projects to a high quality and on time, in line with the framework workplan. The role will also lead business improvement projects, undertake specific procurement activity, provide procurement advice and support, and develop internal processes, procedures and supporting systems.
In this new role, you will have a proactive approach, with a strong focus on continually improving service standards and operational efficiency within the field of public procurement, and you will be responsible for developing and driving our approach in this area. The role will include monitoring performance against KPIs, as well as extensive engagement with other NHS organisations and a wide range of stakeholders, based locally, regionally and nationally, including NHS England, DHSC and others. Job responsibilities
* Managing the delivery of NOE CPC procurement programme and related workstreams to support the delivery of agreed outputs, in line with the NHS England CEOP framework accreditation process and Cabinet Office spend controls process.
* Work with internal and external stakeholders to lead a team providing a wide range of procurement processes, including conduct of above threshold compliant tenders, bespoke and further competition projects.
* Take a lead role in the development and continuous improvement of procurement processes, procedures and systems, and to ensure high quality service delivery against KPIs.
* Work closely with the Technical Programme Manager to ensure internal systems and processes adhere to legislation, regulation and initiatives within public sector and NHS procurement practices set out by the NHS England Central Commercial Function.
* Develop and maintain procurement documentation sets including Invitation to tender (ITT) documents, contract documents, terms and conditions, pricing schedules etc.
* Lead the development of consistent procurement processes and procedures, with an eye for continuous improvement of those processes.
* Adhere to corporate operating procedures governing public procurement, including compliance with the UK Public Contracts Regulations (PCR 2015, PA23 and the Provider Selection Regime).
* Procurement Act 2023 Advanced Practitioner accreditation status would be an advantage.
* Have a strong customer focus, commercial acumen and a pro-active approach.
* Be well organised with an efficient approach to management of a varied day-to-day workload.
* Lead a team that will involve the delivery of regular team briefing sessions and maintaining a positive working environment and culture, in line with LYPFT values.
* Build excellent working relationships with peers, colleagues, customers, suppliers and other external stakeholders.
This role will work closely with and support the Head of Procurement Operations and other colleagues within the wider NOE CPC, to build effective working relationships with the specialist category teams within NOE CPC, external NHS customers and supplier organisations.
Experience of working in an operational procurement role with an organisation which is required to comply with the UK Public Contracts Regulations is essential.
PERSON SPECIFICATION
Essential Qualifications
* Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.
Essential Experience
* Able to organise team workload, determine relative priorities and plan ahead. Proven experience of managing and coordinating large and complex projects.
Essential Knowledge
* Subject matter expert within the use of electronic tendering systems, customer relationship management software and compliance with UK public contract regulations.
* Advanced IT skills with knowledge of specialist software for contract management, electronic catalogue, and e-procurement systems. Good working knowledge of Microsoft Excel, Word and Power-Point.
