About the role
As Business Development Officer, you will sustain and expand the commercial waste contract portfolio and actively promote the service through a field-based, proactive approach with both existing and new business customers. You will:
1. Optimise and support the development of collection rounds to ensure maximum efficiency using specialist software
2. Ensure the necessary high standards of service delivery, through the motivation and management of staff in an efficient and effective manner which inspires continuous improvement
About the responsibilities
In the role of Commercial Waste Business Development Officer, your duties will be to:
3. Represent the Council in a key customer-facing role, promoting the commercial waste service, negotiating contracts, resolving contract queries, advising customers of service solutions to meet specific business requirements, enforcing terms and conditions of contracts and tendering for contracts
4. Be an initial point of contact for residents, businesses and other stakeholders, regarding the activity of the Commercial Waste Service Delivery Team, within geographical areas
5. Manage customer accounts and the administration which support the Commercial Waste Collection Service
6. Representing for invoices, variation of contracts and responding to customer enquiries for the recovery of outstanding debts and termination of contracts documents
7. Provide estimates for work and manage any Service level agreements relevant to the section
8. Assist the Operations Manager to develop and implement a performance management framework that meets the needs of the Waste Service Delivery Plan
9. Assist the Head of Waste Services & Commercial Services and the Operations Manager in the delivery of Waste Services within a geographical area of Blackpool and Wyre
10. Devise and implement innovative solutions to problem-solving in order to meet the service delivery needs of the waste areas
11. Identify innovate solutions and implementing service delivery operations which meet changing nature of waste collections

13. Manage customer accounts and the operating systems which support the Trade Waste Collection Service including controlling the issue of customer accounts, maintaining Trade Waste agreements in line with current Council policy, processing variation orders and responding to customer enquiries
14. Responsible for coordinating the implementation of contract changes, completion of all associated contract documentation, invoicing and account adjustments including the recovery of outstanding monies or cessation of service as necessary
15. Promoting and marketing commercial waste services together with supporting the management, continual development and improvement of commercial waste rounds
16. Field-based performance monitoring of commercial collections to ensure a professional approach and high standards of service delivery to meet the needs of customers as well as providing support to colleagues
17. Responsible for producing statistical reports, analysing data and management information to support the effective management of the business
About you
To be successful for the role of Business Development Officer you must have:
18. Full UK driving license
19. Minimum 5 GCSE's (Math & English)
20. Track record of commitment to continuing professional development
21. At least 1 years experience in sales activities with demonstrated success
22. Experience in working with a variety of IT systems, particularly spreadsheets and databases
23. Experience in producing performance management information for use by Senior Management
24. Knowledge of budget and performance management
25. Knowledge of negotiating terms and conditions on contracts
26. Excellent verbal and written communication skills that are persuasive, informative and effective to engage the interests of a wide range of audiences
27. Ability to think laterally and operate at different levels or audience
28. Ability to work without direct supervision and to strict deadlines
About the hours & rewards
In the role of Business Development Officer, you will work Monday to Friday 39 hours per week and there is a salary on offer of £28,380 per annum.
