As a key, expert analyst member of the Strategic Intelligence Team, the Senior Intelligence Analyst will deploy, develop and manage pro-active domain specialist analysis and modelling expertise to provide a service to stakeholders, including programme delivery teams, system boards, operational and managerial colleagues, clinical colleagues and Provider colleagues. You will provide highly specialist subject matter expertise to the team/service to ensure that work streams and programmes are planned and carried out effectively.

Main duties of the job
The Senior Intelligence Analyst will require specialist subject matter expertise in analytical areas such as Screening and Immunisations, secondary care data and pathways and NHS Performance & Quality standards.
Provision of the service will include ensuring that the intelligence used by ICB/S takes into account the full and complex range of information analysis required to deliver system board and ICB priorities, such as data analysis, performance, contracting, planning, assurance and monitoring.
The Senior Intelligence Analyst will ensure that decision making throughout their area of responsibility is based on data that is robust, quality assured, fit for purpose, and up to date. You will ensure that such data is analysed and reported to the highest industry standard, mobilised and delivered effectively with stakeholders.

KEY DUTIES AND RESPONSIBILITIES
To deliver the above, the Senior Intelligence Analyst will:
* Support the Data Insight and Intelligence function/Locality management team to manage the teams to deliver business intelligence to end users.
* Where required: manage an analytical resource consisting of analysts, data engineers, data scientists and/or primary care data facilitators.
* Provide oversight and management of individuals within the Data Insight and Intelligence function/Locality.
Key responsibilities include:
* Support the Data Insight and Intelligence senior management team in devising, implementing and monitoring strategy and policy in relation to data and intelligence and outcomes in their specialist area(s).
* Develop and maintain an understanding of the national perspective and future strategy for the NHS and related areas of Health and Social Care.
* Provide management to individuals within the relevant team, empowering individuals within own designated area, to perform to high standards and develop innovative ways of working.
* Influence professionals within their area of responsibility to make key business decisions based on the use of robust finance, activity, outcomes and patient experience analysis.
* Play a key supporting role in the innovation and transformation of the use of intelligence within the local health and social care economy, including the use of non-traditional information sources.

* Responsible for using data and intelligence to contribute to the development and strategy in their specified area(s).
* Provide analysis, interpretation and communication of highly complex data to all levels of the organisation, to support decision-making in the relevant business area.
* Contribute significantly to the implementation of business information systems or elements of business information systems across the whole organisation and into General Practice.
* Develop automated processes and intelligence using the tools and capabilities within the Analytics and Data Science Platform.
* Propose changes to and interpret technical or professional policies as relevant to the role.
* Represent the ICB/S at relevant meetings and forums at local or system level.
* Ensure that ICB/S reporting requirements to NHS England, system and local governance groups within the relevant area are fulfilled in a timely and accurate fashion.
* Maintain a focus on health inequalities within its commissioning activities.
PATIENT/CLIENT CARE
Work with clinical colleagues to co-design effective health and care pathways which are cognisant of population health and inequalities and are optimised to improve health outcomes and reduce health inequalities.
FINANCIAL & PHYSICAL RESOURCES
* Monitor intelligence-related budgets, costs, forecasts and related performance information.
* Support the development and delivery of strategic investment plans relating to health and care intelligence.
* Ensure evaluation of the value for money of new contracts, monitoring the performance of existing providers.
PEOPLE MANAGEMENT
* Provide line-management to a section of the appropriate Intelligence team.
* Develop and maintain competencies for managing diverse staff and creating conditions for all staff to flourish equitably.
RESEARCH, DEVELOPMENT & AUDIT
Support the development of Sub-National Secure Data Environment for Research and Development Programme.
