Job Purpose
* To assess and identify illegal activity that may contribute to performance issues on UU assets, providing technical support to quantify this to the Environment Agency thereby mitigating potential prosecutions and ODI penalties.
* Assessment and approval of Trade Effluent consents issued to customers.
* To ensure a sampling programme is completed to demonstrate compliance with consent and to provide samples as the basis for calculating the wholesale charges made to the trader and therefore generate income for their specific geographically area.
* To determine the charge elements for the treatment of effluents, authorise and enter into the wholesale billing system (Walto).
Job Accountabilities
* To lead and manage a team of Regulatory Controllers Trade Effluent (RCTE) and support staff, including day to day management of resources. This includes recruitment of staff, medium-term planning and incident management. Effectively manage performance of teams, including performance appraisals, resource allocation, employee development, authorisation of team expenses and overtime, deliver team briefs and be an effective member of the Trade Effluent leadership team.
* To lead and drive a Health Safety and Wellbeing culture to ensure safe systems of work are applied in differing external environments across a diverse customer base.
* To support RCTEs in the resolution of Trade Effluent problems regarding breaches of consent, action plans and prosecutions. Manage compliance action planning, liaising closely with all levels in Process and Network Operations plus Legal teams and Regulatory Services.
* To lead Trade Effluent task teams in response to incidents and events involving trade effluent discharges.
* To manage the team activities in respect of open market processes relating to trade effluent and ensure all cases are handled within the service levels dictated by the market codes.
* Review market data set up as part of consent approval to ensure market data quality is assured.
* To approve charging parameters used in the Trade Effluent settlement process with a regional income budget value of up to £45m identifying trends in sales, and review and audit of billing parameters.
* Liaise with UU Business, or relevant retailer, regarding charges and service issues for any traders.
Knowledge and Skills
* Proven strong leadership skills
* HNC/BSc in chemistry/science or other related qualification
* Operations and process knowledge of both wastewater and industrial processes
* Knowledge of retail water market and associated processes
* Detailed knowledge of the regulations covering trade effluent and environmental law
* Able to demonstrate a high level of understanding and knowledge of the regulatory and legislative framework surrounding the water industry
* Excellent communication and interpersonal skills – essential to manage effectively the conflicting demands of customer service and enforcement.
* Ability to use TEMS, WALTO, Word, Excel and JIRA
* Drive and resilience
* Extensive problem solving skills with the ability to identify, develop and drive solutions to a wide range of problems whilst knowing when to escalate or seek support from others
