Duties:
* Work as the operational lead for the delivery of statutory social work services that include but are not limited to children subject to Care Proceedings, Children in Care, and Care Experienced Young People within the Corporate Parenting Service.
* Responsible for delivering effective, inclusive leadership and management of the teams, ensuring high-quality services against local and national indicators and targets.
* Responsible for ensuring practice is in line with current legislation and relevant guidance so that high-quality, effective assessments, plans, and interventions are delivered to timescales, to meet children's and family’s assessed needs and improve outcomes.
* Has responsibility for budgets within the relevant services.
* Ensure high quality, value for money services including in-house and commissioned providers, and contribute to budget setting, budget monitoring, and delivery of services within budget targets.
* Advise and contribute to regular reports to the DCS, the Lead Member, the Assistant Directors, other senior leaders, panels, committees, and/or relevant boards on performance and practice matters as required.
* Line manage the Fostering, Children in Care, and Leaving Care Service Managers and hold overall management responsibility for the Corporate Parenting Services, ensuring delivery of good quality practice and continuous improvement through the relevant service plans.
* Lead and direct the agenda for the Corporate Parenting Service Teams, Managers meetings, and any other meeting and committee.
* Work outside ‘normal’ office hours as required by their line manager; this will include providing out-of-hours senior management cover on a rota basis. The post holder will be expected to travel to meetings across the borough and nationally on occasion.
Requirements:
* Degree or equivalent in social work.
* Current Social Work England registration.
* Experience at a senior level in Children’s Services, evidenced by a clear understanding and practical experience of working to improve safeguarding and quality of practice.
* Demonstrable work experience in an organisation of similar complexity and political environment managing direct reports to provide professional expertise and advice, establishing and sustaining positive relationships that generate confidence, ability, and trust.
* Detailed knowledge of the legislation, guidance, and procedures for safeguarding within Children Services, Assessment and Children with Disabilities, and the statutory framework in which social workers operate.
* Ability to present at meetings and forums including senior managers, stakeholders, and elected officials.
* Experience in managing a range of resources.
* Experience in leading, developing, and motivating successful teams to support transformational change and create innovative service models as required.
* Experience in effectively working with cross-sector partner agencies to deliver services and proven experience in quality improvement in practice.
* A detailed understanding and awareness of the inspection regime for the designated functions.
* Experience in establishing a strong performance culture including the reporting of performance, evaluation of service quality and the improvement of service delivery.
* Experience in undertaking supervisory roles.
