Key Responsibilities:
Reviewing and commenting on highway matters associated with new planning applications.
Engaging in pre-application discussions with Planning Officers, developers, consultants, and District Councils.
Providing Highways Development Management (HDM) advice on Transportation Assessments, Transportation Statements, and Travel Plans.
Assessing documents submitted in support of planning applications.
Preparing appropriate recommendations on highways and transport issues within agreed timelines.
Representing the Highways Authority at Planning Committee meetings, stakeholder meetings.
Instructing Legal officers to prepare and enter into legal agreements with third-party developers.
Preparing reports, briefing papers, and responses to questions promptly and effectively.
Providing evidence for appeals or Public Inquiries and attending Hearings/Inquiries as necessary.
Job Requirements:
Experience in highway development management and planning.
Strong understanding of transportation assessments, transportation statements, and travel plans.
Ability to engage effectively with Planning Officers, developers, consultants, and District Councils.
Excellent report-writing and presentation skills.
Proficiency in providing highways and transport advice and recommendations.
Experience in attending and representing at Planning Committee meetings and stakeholder engagements.
Ability to work collaboratively with Senior Officers, developers, and other stakeholders to facilitate sustainable development.
Strong understanding of Customer Care, Equal Opportunities, Information Governance, Data Protection, and Health and Safety policies and procedures.
