Key Requirements:
1. A CCAB qualified accountant, with relevant post-qualifying experience (minimum of 3 years) in a public sector finance department or significant relevant experience within a public sector finance department.
2. Experience of high-level relationships such as senior officers, Members, outside organisations at Meetings and Working Groups.
3. A detailed knowledge and understanding of computer based financial management systems and software applications e.g. General Ledger.
4. Proven ability to interpret and implement the legislative Codes of Practice pertaining to Local Government Finance.
5. Extensive knowledge of and ability to create, develop and manage complex spreadsheets.
6. Experience in LG Asset module, expert level.
We are seeking an Asset Accountant, with extensive and detailed asset accounting experience in a local government setting, to support a comprehensive review of the Asset Module, performing a retrospective look into the relevant accounts and the Asset Module to provide future external audit assurance for all Capital and Asset transactions.
Key Responsibilities:
1. Calculate what the detailed revaluation reserve and decrement loss (i.e. charges to the CIES) movements should have been over the last three financial years (2021/22, 2022/23 and 2023/24) to establish what adjustments, if any, are required to the general ledger balances and/or records in the asset system.
2. Assist with an analysis of the Asset Under Construction balances in the ledger, to provide audit assurance that the balances held are accurate.
3. Assist with the preparation of the 2024/25 statement of accounts and the audit working papers, primarily around ‘Note 14’ and the capital expenditure and financing notes, including the Capital Adjustment Account and Revaluation Reserves.
4. Work closely with the Principal Accountant (Capital and Treasury) and the financial system provider, Technology One.
