Role Purpose
1. The post holder is to actively oversee and assure compliance with the requirements for the Building Safety Act 2022, Fire Safety Act 2021, and associated statutory building safety management systems required to deliver the building control service.
2. The post holder is responsible for determining building control applications of all land uses for buildings up to 20 storeys. To deliver an efficient and high quality service in relation to all technical tasks on building control applications; building control enforcement; quality assurance; corporate enquiries and financial support. To deliver a customer focused service that maintains the market share. To be responsible for record keeping for building control applications to ensure compliance with the Building Safety Act and Fire Safety Act.
Responsibilities
3. Review data systems related to the building safety programme to identify, recommend and influence both the rate of investment and efficiencies in relation to system weaknesses, process gaps and opportunities for further improvement of existing systems (including Uniform) and/or embedding new IT solutions (including Modern Data Platform).
4. Effectively contribute to the business support quality assurance team to provide ongoing reassurance that accurate data and information to whole building safety and statutory compliance associated with all types of properties under 20 stories are in place and available for all building control applications within the post holder’s responsibility with a direct report to the Building Control Inspector – Group Manager.
5. Actively contribute to the development, writing, implementation and maintenance of the Building Control ISO9001 by enabling policy, procedure and guidance for a whole building safety system to support the councils’ governance framework so that it accurately reflects day to day operations demonstrating its effectiveness through the gathering of user feedback, change management, communication and reporting.
6. Actively engage with subject matter experts, engineers, developers and other relevant specialists to identify, capture and formally document Building Control ISO9001 procedures and applied processes ensuring that all factors are considered.
7. To support the Building Control Inspector – Manager to work closely with the Customer Services Centre, FOI, and Corporate Complaints Unit, Communications team and other Council departments and Councillors to ensure the efficient recording of complaints and requests and the delivery of a customer focused service.
knowledge & Experience
8. An understanding of how services are provided in a Local Government context and political awareness
9. Specialist knowledge of building control and appreciates the processes in delivering the statutory building control service.
10. Building Control level 1 qualification
11. Experience of carrying out building control applications under 20 storeys in a customer orientated environment, and experience of working in a building control team with a city context.
12. Experience of dealing with dangerous structures.
13. Seeks for continuous improvement to meet ongoing requirements of the role. CPD with training to apply skills and knowledge within the changing context of legislation and requirements
