To identify potential sources of funding, develop collaborative arrangements, secure funding by
seeking new donor partners to further expand the CIPS / HPA program and to move into new
territories and possibly other sectors. There is enormous potential in the donor market which will
allow the team to grow its business sustainably into the future which aligns with CIPS overall growth strategy.
In this senior position they will work with program teams to identify and follow up on linkages
between donor strategies, member interests and country office priorities and will play a key role in
facilitating smooth communication between all stakeholders.
The postholder will be responsible for the formulation of the new funding strategy for HPA and be
responsible for identifying funding opportunities and matching them to program needs. They will be accountable for achieving new business targets, ensuring the development and timely submission of high-quality project proposals as well as working in close collaboration with thematic area technical teams and other departments.
* Proactively participate in external networking, updating, and liaising with key in-country and
international donors.
* Engage and promote opportunities that align with Health Procurement Africa programme priorities.
* Identify and facilitate dialogue between Senior Team and key donors to ensure their knowledge of the programming in the region.
* Working closely with all relevant stakeholders, to collect donor intelligence and undertake donor mapping in specific focused sectors.
* Maintain relevant trackers and planners to monitor RM performance and submit regular updates to Senior Team.
* Carry out in depth reviews of unsuccessful proposals to identify reasons and any lessons learned.
* Document, share and develop plans to address identified weaknesses.
* Work with Info/Communication teams to develop marketing materials and presentations for HPA responses for external use.
* Work with program teams to identify gaps in the funding portfolio for five years and work closely with the Senior Team to support the development of proactive concept papers that are
marketable to donors.
* Supervise and ensure proper facilitation of project design workshops, developing concept papers, full proposals, and budgets, ensuring that high quality standards are met and that proposals meet donor and member requirements.
* Clearly identify roles and responsibilities and key actions for proposal development for HPA and ensure that there is a robust internal review process in place to ensure quality proposals are submitted.
* Ensure that all relevant HPA Programmes, Operations and Support teams are fully and proactively involved in the development of new proposals.
* Oversee the coordination of Go/No-Go gating decisions to evaluate opportunities for HPA with Senior Team.
* Oversee the maintenance and upgrading of the donor database, proposal tracking system, and resources roster in the team.

Probation 3 months and notice period as per contract and day rate to be negotiated upon experience.
9am to 5pm, Monday to Friday (35-hour contractual working week), but this has been structured to take account of the need to occasionally work unsocial hours as required by a global organisation and therefore no additional remuneration will be paid)
