In the Special Project Manager role, you will lead the development and delivery of projects to achieve cost, time, quality, and safety objectives.
To lead the implementation of the Region's carbon road map. Ensure energy data is of sufficient quality to enable data-led decision making. Lead the roll out of energy and carbon reductions including operational energy, vehicle emissions, and indirect emissions from our supply chain. Identify opportunities for additional energy and carbon savings in line with PAS 2080 and other recognised management systems. Develop and maintain energy and carbon competencies in own team and wider business through training needs analysis. Deliver energy and carbon reporting including tracking and resolution of metering faults and liaison with energy suppliers. Support work to deliver national sustainability management objectives including IT systems and certifications to relevant standards.

Key Accountabilities
1. Develop and deliver specified projects on time, to budget and to other agreed success criteria within corporate guidelines.
2. Develop and deliver efficiency improvements by maximising and capitalising on cross-project opportunities.
3. Lead the effective development and management of suppliers to meet project requirements.
4. Provide a professional, first-class, consistent and effective project management service to the clients including project monitoring and reporting systems in accordance with Railway Group, Network Rail company standards and guidelines.
5. Provide detailed input for compilation of the Business Plan.
6. Work with delivery teams to ensure control of project change, risks, and contingency within the project life cycle and provide all cost, contingency and programme details to enable the Sponsor to obtain authorisation for portfolios/projects.
7. Maintain effective relationships with key customers and stakeholders, managing all communications with outside bodies (e.g. political, media, Local Authorities, etc.) through the Communications function.
Qualifications and Skills
* Experience in project management, processes, and techniques.
* Knowledge of health and safety management and compliance management processes.
* Knowledge of business management processes and techniques related to energy management.
* Knowledge of relevant standards and procedures for energy and carbon management.
* Knowledge of operational railway environment.
* Knowledge of other functional disciplines.
* Good interpersonal, influencing, communication, and organisation skills.
* Membership of a relevant professional body.
