The PMO Lead oversees the PMO programme resources and governance activities on a specific Programme (or large, high complexity project).
The role is accountable for ensuring the Pay.UK Change Framework is deployed by the Programme (The Change Framework provides the governance / standards that are designed to keep safe the investment in delivery of Pay.UK’s strategy through the Change portfolio).
The role is accountable for providing P3O services to expected standards (more detail on what these services are in key accountabilities section below).
They additionally oversee the PMO resources (P3O - PMO Analysts) who are deployed to work on the Programme, which could be either internally or externally sourced and vary in number dependent upon the complexity / complication of the delivery and the stage in the delivery lifecycle.
Key Accountabilities
* Accountable for the embedding of the Change Framework into Programme assigned to.
* Drive adherence to framework by all colleagues through coaching and training and assisting the assurance approach.
* Work cohesively with the Programme Manager and Programme delivery team, acting as critical friend, coach and policeman when required.
* Deputises and leads for Programme Manager when required e.g. leading working groups and steerco’s.
* Provide P3O services into the programme assigned to including, but not limited to, reporting, maintaining programme plans (in MSP and Planview), facilitating the change request process, risk management, steerco governance, benefits management, dependency management, resource demand management, cost forecasting and quality management. These services enable robust and consistent delivery of the Programme.
* Highlights learning from the Programme assigned to and ideas for continuous improvement into Change Framework, PPM tooling and ways of working.
* Facilitates user groups and feedback that enable continuous improvement within the Programme and Change Framework.
* Day to day leadership responsibility for the PMO analysts assigned to the Programme.
* Assists the P3O - Senior PMO Governance Manager in building a community of PMO capability and capacity, developing a highly skilled and professional team.
* Coaches resources across teams in Change governance to promote a culture of best practice.
* Champions change framework and promotes / enforces adoption and adherence.
* Develops a practical approach to lessons learned reviews.
* Deputises for P3O – Senior PMO Governance Manager.
* Work collaboratively and cohesively with other PMO services / service owners and wider business control functions to ensure a joined up and robust service offering.
Skills, Experience & Qualifications
* Educated to degree level in a relevant subject or equivalent experience.
* Significant experience of leading PMO delivery teams on programmes of significant scale and complexity.
* Extensive stakeholder management experience at all levels of an organisation, including Executive levels.
* Understanding of Pay.UK regulatory requirements.
* Knowledge and experience of financial services or payments sector is desirable.
* Strong analytical skills and ability to interpret and translate data insights into business issues and drive evidence-based choices.
* Effective planning and coordination skills and the ability to evaluate complex requirements and translate them into effective solutions.
* Resilience and the ability to handle multiple competing priorities.
* Effective communication and influencing skills, understanding the issues senior leaders face to deliver effective business led decisions.
* Agility and flexibility to adapt to changing work environments.
* Effective stakeholder management skills and the ability to secure engagement and buy in for strategies and initiatives.
* Effective user of tools including MS office suite, Planview, MS Project, Jira and Sharepoint.
* Ability to write and present Executive and Board level reports.
