Technical Engineering Manager (Track)

An exciting opportunity for a track specialist Technical Engineering Manager to join the established and growing AmcoGiffen rail business providing technical leadership of the Permanent Way Discipline across the AmcoGiffen North business and associated rail projects with track / p-way interface.

Having secured a number of projects and long term Frameworks with key clients, AmcoGiffen are further expanding our technical capability within the rail industry. AmcoGiffen has a vacancy for the role of Technical Engineering Manager for track (P-Way), with regional responsibility for the technical leadership of Amco Giffen’s Permanent Way Discipline.
AmcoGiffen’s project and framework portfolio typically consists of Infrastructure and Capital Delivery projects, Asset Maintenance frameworks, maintenance and renewals of railway infrastructure including but not limited to:
1. Bridge re-construction/replacement
2. Upgrades and refurbishments
3. Station work (platforms etc.)
4. Access for all schemes
5. Structures including overbridges and underbridges
6. Tunnels and footbridges
Many of which have significant permanent way interface requiring technical expertise and input throughout the project lifecycle.
The Role
The Track Technical Engineering Manager has regional responsibility for the technical leadership of AmcoGiffen’s Permanent Way Discipline throughout the north business portfolio. The role is to give PWay operational support to rail schemes (projects and asset management) for projects from initial inception through design and delivery. The role will require travel around the north region to support projects; weekend working will be required for key stages of projects.
The successful candidate should have experience in both project delivery and also to fully understand the NWR standard for design and construction. The individual will be experienced in the role of CRE (Contractors Responsible Engineer) and have the knowledge and skills to be appointed in the Project Engineer role to support the design stage.
The role will also involve being appointed as our Discipline lead for Track which will require the review and brief out of the NWR track standards updates as part of the overarching AmcoGiffen standards briefings.
Key Responsibilities:
1. Produce/amend as appropriate, AmcoGiffen’s procedures with regards to the Management of Permanent Way, including the related escalation processes.
2. Provide advice and support to project teams (including at tender stage) where Permanent Way related works are applicable.
3. Ensure regional teams have an awareness of the key activities and risks associated with the design, planning and implementation of Permanent Way works.
4. Ensure project teams that are undertaking Permanent Way works are aware of the AMP process, by providing training and guidance as required.
5. Develop ongoing channels of communication with the regional teams and develop a system to identify when Permanent Way works are taking place.
6. Support the regional teams in undertaking optioneering reviews where required, to identify the most economic overall solutions involving track.
7. Maintain a central relationship with our Permanent Way supply chain to ensure we have the right suppliers in the associated regions.
8. Ensure the competency of Track Handback Engineers through ownership and implementation of the Track Handback Process.
9. Mentor Track CRE’s and Track Handback Engineers and also fulfil the duties of Track CRE as required.
10. Be responsible for maintaining the Track Handback Competency Register.
11. Ensure that the management of CRT takes place and that the process is under continual review.
12. Ensure updates to relevant standards are briefed to the regional business.
13. Ensure lessons learned relevant to Permanent Way are shared around the business.
Requirements
To excel in this role, you will have previous experience as a Track specialist Engineering Manager or senior management figure in the Permanent Way discipline within a rail contractor organisation. This is a regional role, responsible for both technical and operational guidance and input in relation to Permanent Way infrastructure on associated AmcoGiffen rail projects. Other essential criteria include:
1. Considerable experience in Rail.
2. Considerable experience in the design and/or implementation of Permanent Way.
3. An in-depth understanding of Track engineering principles.
4. A clear understanding of Track construction methods and how they should be implemented.
5. Experience in rail systems and their interface with other disciplines.
6. Working knowledge and understanding of Network Rail’s GRIP process.
7. Detailed understanding of ISO 9001 / 14001 / 44001, PAS 1192 and OHSAS 18001 standards.
Academic Qualifications
Minimum BEng Degree level of education, or equivalent. Must be ‘Track Inducted’.
Professional Qualifications
Working towards becoming Chartered Member of a relevant Professional Body (e.g. PWI or ICE).
CSCS Professionally Qualified Person, or similar.
