The Town of Falmouth seeks a highly motivated, experienced professional to serve as our first Senior Wastewater Project Manager to manage wastewater projects and assist the Wastewater Superintendent with the management and technical affairs of the Wastewater Division of our DPW. The Town is engaged in a long-term process to improve water quality in coastal ponds through planning and executing wastewater management projects. Currently, we have a major treatment plant upgrade underway, are designing the next phase of our sewer system expansion, and are working to permit a new ocean outfall for the discharge of treated wastewater.
Under the general direction of the Wastewater Superintendent, the Senior Wastewater Project Manager manages wastewater planning, permitting, design and construction projects, and other watershed management activities. This position will manage the development and implementation of Comprehensive Wastewater Management Plans and Watershed Management Plans for multiple watersheds in Falmouth.
This position will develop scopes of work and develop/manage requests for quotes/proposals/bids in accordance with Massachusetts public procurement laws. In addition, the Senior Project Manager will review and manage contracts, prepare and track budgets and schedules, and review engineering plans and specifications for wastewater work. The position will assist the Wastewater Superintendent in ensuring projects are effectively and efficiently executed and completed in compliance with contractual requirements and that the Town receives quality work.
This position may supervise the equivalent of ten or fewer full-time employees in the absence of the Wastewater Superintendent. This position maintains detailed wastewater project records, prepares various associated reports, including those required to maintain state regulatory compliance, and prepares and presents public presentations regarding Wastewater Division activities and plans at day or evening meetings of various committees, boards, and agencies. This position also reviews plans and permits for private project wastewater projects, including connections and connection modifications.
The Town prioritizes the safety of our employees and residents, and an important function of this position is assisting with the ongoing review and enhancement of the Wastewater Division’s safety program to ensure safe operations.
Minimum Qualifications: Bachelor’s degree in civil engineering with an environmental focus, environmental engineering, or a related field and five years of progressively responsible experience in wastewater or utility system design, planning, management, and/or operations; or an equivalent combination of education and experience which demonstrates possession of the knowledge, skills, and abilities necessary to perform the essential functions of the position. Municipal experience and experience with planning and permitting are preferred.
The ideal candidate has strong project management, computer, and organizational skills and the ability to work independently on long-term planning and management tasks and effectively and diplomatically communicate wastewater principles and projects to the general public and regulatory agencies. Candidates must have the ability to prepare and review technical documents. Applicants must also have the ability to effectively work and interact with individuals and groups of various abilities, cultures, backgrounds, and identities.
Expected Starting Range: Step 1 ($89,752/year) – Step 4 ($99,236/year), commensurate with qualifications and experience, with room to advance along the 10-step pay scale.
