Spinwell is recruiting for a Strategic Finance Lead for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE STRATEGIC FINANCE LEAD
Co-ordinate the preparation and setting of the annual capital, revenue budget and rent setting process for the Public Health, Adults Social Care and Childrens Commissioning.
The production of timely, effective and quality budget monitoring and forecast reports.
Analysis of the implication to the council of changes to government spending and funding strategies.
Monitor and advise on the financial position throughout the year, reporting back to DMT, CMT, Members, Cabinet and Scrutiny Committees as and when required.
Briefings for members and other stakeholders on emerging developments including changes to regulations and economic impacts.
Oversee effective Business partnering for the Public Health, Adults Social Care and Childrens Commissioning divisions.
Provision of regular updates to the Director of Finance, Executive Directors and Lead Member for Finance on the council medium and long-term financial position
Develop and encourage a culture of financial awareness and responsibility among budget holders to support their compliance with financial regulations and use of finance systems.
Strategically manage the relationship between the department and other bodies and other local authorities with regard to meeting the councils financial remit and financial priorities.
Ensure the technical aspects of local government funding and finance are applied correctly within the councils budgeting and financial planning framework.
Provision of briefings on the implications for Camden of fiscal events such as new budgets or funding announcements and finance settlements.
SKILLS/EXPERIENCE OF THE STRATEGIC FINANCE LEAD
Youll be required to lead the team that provides financial advice for public health, adults social care and adults and childrens commissioning functions ensuring that the financial impact of all service changes are fully considered.
Adapt at keeping abreast of financial issues, including funding changes, impacting on adults and public health financial plans and able to communicate this to a range of stakeholders. Be proactive to actively seek out external financial best practice and use this to support service improvement. Communicating and responding to consultations impacting social care
Accountable for producing and reviewing effective financial strategies which help meet key strategic objectives of social care, health integration and public health, taking account of resource constraints.
The role will promote and develop the team and provide budget support to health and care with input into the medium-term financial strategy for adult social care, management of the financial reporting aspects of the Better Care Fund and other health funded services and briefings for senior officers on financial issues impacting health and care. The role will link finance and performance information that supports service planning and aid with decision making.
Accountable for the integrity of the financial data and lead with of all financial issues on the interface between health and social care working with the relevant teams to problem solve.
Provide expert financial Support for major change and recommissioning projects and service redesigns.
Accountable for the budget setting, production of MTFS and monitoring of the budgets as part of the agreed monitoring cycle. You will need to evidence the ability to meet statutory guidelines and possess a strong technical knowledge of local government funding.
A key part of this role will be the ability to work effectively with a range of stakeholders including Directors, Councillor and Cabinet Members and local residents, including resident bodies such as DMC (District Management Committees) and other resident forums.
You will demonstrate a strong understanding of the financial policies and frameworks in which the council operates with experience of implementing and communicating these to both finance and non-finance staff.
You will have experience in producing and presenting complex information and briefings in an understandable way.

You will be a qualified accountant (CCAB or equivalent) and have a detailed knowledge and considerable experience of financial planning, financial frameworks and management of teams within a large organisation.
The post holder will have experience and be able to evidence dealing with confidence elected Members.
