Job Description
Service Care Solutions are recruiting on behalf of a Local Authority in Bristol for a Finance Manager to join the team on a temporary basis. The role will involve providing financial support to large, fast-moving projects, with a principal focus on Transport projects.
This will include offering challenge and support to project managers and developing forecasts to ensure that forecast spend is robust and deliverable. The role also includes managing the claim process to ensure timely processing of grant claims.
Main Responsibilities
* Manage and deliver comprehensive financial and management accounting services including budgeting, medium- and long-term financial planning, project support, forecasting, in-year financial reporting, and annual accounts closure.
* Act as an integral member of the finance management team, identifying, developing, and supporting opportunities to transform financial services delivery across the council.
* Undertake development work in response to changing financial regimes, new government legislation, and policy changes to determine their financial implications.
* Play a key consultative role in the strategic and operational development of services, leveraging specialist expertise to ensure successful delivery of agreed objectives and financial policy compliance.
Candidate Requirements
* A recognised professional accounting qualification (e.g., ACA, ACCA, CIMA, CIPFA) or equivalent experience, demonstrating a high level of competency in financial management.
* Extensive experience in providing financial support to large, fast-moving capital projects, with a particular focus on transport projects.
* Strong background in budgeting, forecasting, medium- and long-term financial planning, and in-year financial reporting.
* Proven ability to manage the claim process to ensure timely and accurate grant claims.
* Ability to provide strategic financial advice and guidance to managers, enhancing business performance and supporting the council's corporate vision, priorities, and values.
* Proven leadership skills in managing and developing finance teams, motivating staff, and fostering a culture of continuous improvement.
