Job Description
As we continue to grow our capital investment, we are expanding the Capital PMO (Programme Management Office) team and recruiting a further Head of Capital PMO for strategic capital programmes. This role leads a multi-disciplinary team of PMO services in collaboration with Programmes, Strategy, People & Finance teams to ensure we deliver some of our key transformational objectives to drive business outcomes while driving efficiency & value.
This role works in collaboration with the delivery ecosystem and HAL delivery teams to establish and improve ways of working, ensuring adherence to both HGL and RAB processes and procedures. It is Heathrows conscience, providing timely, accurate performance data that allows the teams to make informed decisions that enable out-performance.
The PMO supports the effective management of Heathrows Investment Portfolio. This includes best practice Project Management processes, provision of appropriate Management Information to enable effective decision making, ensuring effective management of resources to deliver the Portfolio and providing logistics support. You will drive the extent to which the digital agenda helps the organisation achieve its strategic goals through intelligent, reliable, and timely data at the core of the organisation to drive business value and outcomes, and drive innovation and automation reports and dashboards, using a single source of truth and digitised data models.
Responsibilities
* Leading the successful implementation of the PMOs vision, strategy, responsibilities, services, and deliverables across and within the business.
* Accountability for guiding, coaching, and developing the PMO team, ensuring that PMO activities support delivery of the Organisations strategic objectives and add value through the services it provides to Development and the wider business.
* Leading and developing strategic supply chain partners.
* Working together with Finance, Procurement, and Regulation teams to deliver robust processes, tools, and management information to ensure the successful delivery of the current portfolio and enable delivery of future investments.
* Implementing the Heathrow Programme Controls strategy establishing consistency and quality service delivery.
* Accountability for the assurance and scrutiny of Programmes and Projects through the Gateway process and ensuring that all investments have robust business cases, and that investments deliver demonstrable capital efficiency.
* Accountability for the management of the cost and controls consultant to deliver optimised and risk-based services to the Development and Procurement teams.
* Developing a culture across the Heathrow team and the supply chain that fosters an energised open collaborative approach founded upon the consistent execution of the Heathrow processes and Employers Requirements.
Qualifications
* A strong and inspiring leader of multi-disciplinary teams, able to create a clear vision for the future, build a strong high-performing physical and virtual team, engaging and motivating others to follow and pursue that vision.
* Proven track record of planning and monitoring a complex set of constraints across an evolving strategic landscape to determine solutions which optimise investments.
* Experienced in influencing stakeholders across all levels of an organisation, often with conflicting priorities. This includes external organisations, government bodies, and shareholder/exec level positions.
* An effective problem solver, with a track record of applying a challenging and analytical approach to complex issues and developing innovative yet pragmatic solutions.
* Professionally qualified or equivalent - Civil Engineering/Construction/Project, Programme Management or General Business or numerate Degree.
* Substantial experience in programme controls on major infrastructure projects and programmes.
* Extensive experience of change management and project controls tools and systems.
Working Location
Our agile approach offers the opportunity to combine home working with meetings, events, and training at the airport. All roles involve some on-site working each week, so youll need to be based in the UK and within a commutable distance to Heathrow.
