We are currently looking to appoint an experienced Workshop Foreperson. The purpose of this position is to supervise the Councils Workshop and provide best value high quality vehicle and plant maintenance, service, and repair of a varied fleet for Rossendale Borough Council.
This post is directly responsible for managing a team of Mechanics that carry out repairs, fault diagnosis and maintenance to specialist vehicles and plant machinery operated by departments performing vital waste and green spaces services. The post holder will ensure this agile team has the capacity to attend any location or vehicle as part of Rossendale Borough Councils fleet to complete maintenance or repairs with minimal downtime.
Qualifications
- NVQ Level III or equivalent in relevant discipline
- 4 GCSE passes or equivalent level including passes in English and Maths
- IRTEC Licence (D)
- LGV Licence / PCV Licence (D)
Duties and responsibilities
- Ensuring that the depot facilities and all works undertaken comply with the relevant legislation including the Council's Health and Safety policies and procedures.
- Responsible for ensuring all vehicles, plant and drivers for the Council, adhere to the requirements of the Operator’s license and other appropriate Legislation.
- Responsible for ensuring all vehicles, plant are serviced in line with Manufacturers recommendations.
- Ensuring work is undertaken to correct standards and specifications and is compliant with all statutory regulations and requirements.
- The day-to-day supervision and management of resources to ensure a high quality, cost effective and efficient transport management and vehicle maintenance service.
- Ensure completion of planned maintenance activities liaising with the Council's Fleet Manager and Service Managers to ensure that vehicles and plant are repaired and serviced as programmed ensuring that downtime has the minimum possible impact on operational services.
- The maintenance of systems, procedures and records to ensure compliance with the Council's Vehicle Operators Licence ensuring vehicles are maintained in a roadworthy condition.
- The management of stock control and ordering of parts / materials and equipment in a cost-effective manner, ensuring best value.
- Facilitating mentoring and development of skilled technicians and apprentices
- Managing workshop tools, equipment, and associated property and ensuring all equipment is maintained and inspected in line with Health & Safety and manufacturers guidance.
- Inspecting and preparing vehicles to DVSA test standards
- Drive and operate vehicles and plant as required including assisting with logistical arrangements when off - site works are required.
- Ensure that the workshop, vehicles, plant and equipment are only used by trained and competent team members including third party service providers, ensuring that third party service providers and contractors are inducted and follow site safety rules.
- Ensuring that the depot facilities and all works undertaken comply with the relevant legislation including the Council's Health and Safety policies and procedures.
- Any other duties which from time to time are deemed appropriate within the grading of the post.
Person Specification
- Experience of electrical & mechanical diagnostics, vehicle service & repair
- Experience of inspection and preparation of vehicles for test
- Experience of repair & maintenance of a full range of light and heavy commercial vehicles
- Experience in managing a team of vehicle & plant technicians and overseeing their work to required standards of quality, safety and cost effectiveness
- Managing a busy workshop and programming of work
- Repairing & maintaining Heavy Plant, Machinery & Equipment
- Experience of HR issues and staff management desirable
- Ability of liaising with senior management and stakeholders to meet performance objectives and KPIs
- Excellent IT skills with good working knowledge of computer systems used in fleet maintenance including diagnostics equipment
- Good communication skills
- Excellent knowledge of Health and Safety especially in regard to vehicle workshops, COSHH, HAVS, PPE and risk assessments
- Ability of mentoring junior staff and apprentices
- Excellent welding, auto electrical & hydraulic skills
- DVSA Nominated vehicle tester (D)
- Ability and willingness to demonstrate the council’s values and behaviours
