To provide the senior leadership and management to the Practice Education, Safe Staffing and Clinical Standards agenda at CDDFT.
Responsible for ensuring the effective and efficient use of allocated resources to provide the following services within their portfolio:
* Practice Education Team
* Safe Staffing / Health Roster Team
The post holder is responsible for ensuring high quality care and the service / sub specialty achievement of national and local targets and objectives.
Main duties of the job
1. Have a key role in the organisation to monitor and improve the patient experience and ensure that systems and processes are in place to deliver high quality care for all and deliver the Trust strategy for excellence.
2. Ensure that the Trust protects patients and staff by ensuring staff have appropriate knowledge, skills and experience to support care delivery.
3. Work closely with the Medical Director office lead for education, R&I team, operational teams, training and development teams and Senior Nursing, Midwifery and AHP Teams. External links will be with academic partners and relevant teams from ICB / NHSE.
4. Be responsible for the practice education and safe staffing teams and will have responsibility for the NMET budget. They will work closely with training and development business partner to ensure appropriate spend of CPD monies.
5. The postholder will have delegated responsibility to lead on non-medical prescribing ensuring strong governance processes are in place and monitored.
6. Prepare reports for board and sub board committee meetings, develop policies and procedures, support delivery of operational plans, initiate change in services in line with Board decisions.

We provide hospital services from two acute sites - Darlington Memorial Hospital and University Hospital of North Durham. We have a centre for planned care in Bishop Auckland and provide care from community hospitals in Chester-le-Street, Shotley Bridge, Barnard Castle, Sedgefield and Weardale as well as over 80 other community based settings and providing care in patients' homes.

Job responsibilities
1. Be accountable for strategic, operational management for practice education and NMET budget.
2. To be responsible and accountable for providing comprehensive and strong leadership, guidance, advice, support and direction in relation to Trust wide quality to all health care professionals, workforce and education across the nursing, midwifery and AHP professions.
3. The postholder will have Trust wide responsibility with respect to developing, leading and directing the Trust education programmes and safe staffing reporting across the non-medical education professions.
4. The postholder will work closely with the medical education lead and team to develop and deliver the strategy for education programmes across the professions.
5. The postholder will use initiative, exercise autonomy and make decisions as required keeping key stakeholders informed of issues / events should they arise.
6. The postholder will act as lead within the nursing directorate for NMAHP research.
7. The postholder will be responsible for completing board level reporting in regard to safe staffing.
8. Lead on workforce and education developments and innovations between Trust and relevant external agencies, locally and nationally.
9. Work in collaboration with Executive Director of Nursing, Midwifery & AHPs, Director of Midwifery, Associate Director of Therapies and academic institutions to lead on education, practice development and quality assurance.
10. Ensure the Trust complies with statutory guidance related to safe staffing and practice education.
11. Interpret NHS Policy and advise on implications for nursing, midwifery and AHPs, with particular focus on safe staffing, professional development and pre-registration training.
12. Represent the trust at local / regional professional events in regards to safe staffing and practice education for NMAHP professions.
13. Ensure the Trust maintains a high profile locally and nationally regarding high standards of safe staffing and practice education.
14. Provide direct management for the practice education and safe staffing teams within the nursing directorate, including budget management, safe staff reporting, contract management, pre-registration recruitment.
15. Support the Executive Director of Nursing, Midwifery & AHP in delivery of objectives.
16. Provide clinical expertise to support the development of post registration education and investment.
17. Be an experienced registered practitioner (HCPC/NMC) who understands leadership and management competencies required to lead professional standards and safe staffing.
18. Have delegated responsibility to lead with the completion of QIP / SAR for NHSE submission.
19. To work with care group ADNs, Director of Midwifery and Associate Director of Therapies to support with recommendations in relation to new roles / professional development programmes and workforce planning / skill mix.
20. Using benchmarking data, to provide assurance to the Executive Director of Nursing, Midwifery & AHPs in regards to safe staffing, establishment reviews and graduate recruitment.
21. Regularly produce statistical and qualitative reports on safe staffing.
22. Analyse information on a range of areas such as workforce metrics and performance of services against KPIs and identify areas for improvement and work with care groups and clinical teams to develop and implement appropriate action plans.
23. Lead with relevant stakeholders to undertake annual workforce assessments for nursing, midwifery, AHP and other healthcare professionals.
24. To support to the care group teams in respect of safe staffing, providing expert advice in relation to adhering to policy requirements.
25. Responsible for the development and implementation of policies and procedures as necessary in accordance with service development needs and Trust Operational and Business strategies.
26. Responsible for the monitoring and delivery the Practice Education, Safe Staffing and Clinical Standards service at CDDFT.
27. Working in collaboration with the Executive Director of Nursing Midwifery & AHPs, Director of Midwifery and Associate Director of Therapies, will develop and provide reports for Trust board in regard to safe staffing agenda.
28. Provide leadership for non-medical prescribing to ensure safe and effective governance and process.
29. Identify areas for service improvement that will lead to a better patient experience and outcome.
30. Conduct regular visits to clinical areas inviting feedback on services from patients and staff.
Person Specification
Qualifications
* Educated to Masters level or equivalent.
* Degree in health-related subject.
* Evidence of recent CPD.
Experience
* Significant experience at a senior level (band 8).
