Help lead the digital transformation of energy regulation. Ofgem is looking for a Business Change Lead (Digital) to guide the implementation of innovative technologies and tools, focused on digital outcomes, ensuring meaningful, lasting change as we evolve into a smarter, more agile regulator.

We’re offering a permanent role in a high-profile programme that’s central to Ofgem’s modernisation. This is a unique opportunity for a business change professional with digital experience to shape how we embed digital tools and practices into our internal systems and culture, enabling us to respond quickly and effectively to the challenges of a changing energy market. You’ll lead a team of Digital Business Change Managers, supporting delivery across a range of major initiatives including Workday 11, AI technologies like Co-Pilot, and the expansion of Salesforce capabilities.
In this exciting role, you’ll manage business change activity across the Data and Digitalisation Programme, applying structured methodologies such as Prosci to deliver successful user adoption. You’ll be the key element, leading and influencing agile delivery teams, senior stakeholders, and programme leaders to plan and execute demos, training, communications, and stakeholder engagement.
Critical to your success will be the ownership and evolution of the business change framework, embedding best practice across the team, and leading our contribution to the wider Business Change Community of Practice.

You should be comfortable leading teams and possess deep expertise in digital solutions as part of business change activities. You’ll be able to navigate complex organisational change, engage stakeholders and manage competing priorities in order to deliver impactful outcomes.

Key Responsibilities
* Digital Business Change Lead will apply the Prosci methodologies in common with the rest of Ofgem (and most of Government) to delivering digital change and will work in close collaboration with other business change professionals around the organisation via participation in the Business Change Community of Practice.
* Lead the progress of the required Business Change products for the project. Lead on engagement with senior stakeholders both internally and externally and other Business Change Managers across the portfolio.
* Coordinate and ensure success of demos, feedback sessions, training and communications for end users.
* Apply change management best practice, tools and techniques to support staff adoption of new digital products. This will include change impact assessments and readiness reviews.
* Lead the inclusion of Business Change communications requirements into the project communications plan. Provides and reviews content for communications relating to Business Change across the project.
* Assignment of team members to project resource on request and make decisions on prioritisation of resource assignment based on demand and pipeline of work.
Key Outputs and Deliverables
* A regularly updated change and engagement approach, plan segmented to the different audiences and stakeholders, supported by effective planning tools and engagement with relevant CRM Board Members, Business Leads and SMEs.
* Training and adoption plans, session plans, and supporting content – with a focus on enabling re-use and self-serve, through online channels.
* Deliver change impact and readiness reviews and associated action plans and interventions.
* Continually improve DDSS Business Change framework and collateral to meet the needs of the Digital Strategy and OFGEM Multi-year Plans.
* Oversight of excellent quality content across all engagement channels.
Essential Criteria
* Ability to plan and execute all elements of business change in a digitally enabled programme. You have experience applying all activities within change while also managing a team of other business change professionals.
* Proven experience of leading and delivering change on IT/Tech/Digital projects and programmes.
* Experience working within a programme team, with sufficient experience and understanding of Agile and ADKAR to know how to adjust the change approach in line with the iterative approach.
* Hands on experience of delivering all the relevant change activities, and content but also able to self-manage and navigate ambiguity.
* Ability to identify opportunities for process improvements and drive initiatives to enhance efficiency and effectiveness.
* Strong ability to communicate the vision, goals, and progress of digital transformation initiatives to all levels of the organization.
Desirable Criteria
* Experience in building a business change team to meet the needs of the business (ideally from a digital perspective).
* Develop and deliver training programs to support the adoption of new digital tools and processes. Provide ongoing support to ensure successful implementation.
