We have an exciting opportunity for a newly created Health & Safety Officer role to support the next phase of continuing growth for the organization and our strategic priority of quality of care we provide.
The successful candidate will have substantial experience in the management of health and safety, ideally in a social care environment. You must be able to demonstrate your knowledge of current legislative regulatory requirements and how this is applied in a practical manner; all statutory standards and guidance associated with Fire Risk Management in the care industry, Health and Safety and Manual Handling; and best practice in Health and Safety. Strong organization, verbal and written communication skills are essential for this role, with an ability to motivate others.
Job Description:
1. Manage all aspects of Health and Safety (H&S) across the Group with up-to-date best practice, authority and independence. Escalate concerns to the concerned person and assist the site to follow matters to conclusion.
2. Identify and improve understanding of key safety risk areas arising out of accidents and incidents, identifying risk trends by evaluating and drawing conclusions from information from investigations and other reports.
3. Continue to develop shared IT systems to log H&S information and events. Ensure the provision of appropriate safety risk support and guidance across the organization to identify solutions and develop planned improvements in partnership with the Health & Safety procedure.
4. Develop and monitor practice and implement policies and procedures in the areas of Health, PPE for care, Infection Control, Risk Assessment, Accident Avoidance & Practice safe working techniques.
5. Establish a cordial and professional relationship with employees.
6. Maintain compliance with all safety regulations and implement and maintain health and safety standards. Standardize health and safety to remain consistent. Identify hazardous waste and dispose of it correctly.
7. Promote safety initiatives. Compile and maintain relevant registers to ensure compliance.
8. Document staff information, minutes of meetings, and reports compiled for management.
9. Audit and complete fire risk assessments of every home regularly as per regulation.
Other Responsibilities:
1. Support the Facilities Management Team & Healthcare employees in fulfilling their responsibilities for HSE on site, advising and assisting as necessary.
2. Implement Health, Safety and Environmental policies, procedures, and projects in the workplace.
3. Undertake regular site tours to ensure HSE standards are being maintained and ensure ownership is in place and being driven by management.
4. Ensure HSE systems on the facility are maintained and kept up to date.
5. Ensure compliance with ISO9001 (Quality Management) & ISO45001 (Health & Safety) Management Standards.
6. Organize and track the company’s health, safety, environmental goals and objectives, and present to senior management with KPIs that are appropriate for tracking the HSE systems and identifying trends.
7. Provide guidance and support across all levels of the business to maintain a consistent approach to HSE Management and best practice.
8. Identify and provide relevant HSE training, competency, awareness requirements, track competence and maintain records for all staff levels.
9. Training includes but is not limited to, infection control, safeguarding children and vulnerable adults, dealing with hazardous substances, violence and abusive behavior, manual handling, and food hygiene.
10. Monitor the Risk Management Procedures including Risk Assessment preparation and compliance at work.
11. Carry out and assist the management team with Accident, near miss, and RIDDOR events reporting and tracking down actions, ensuring legal compliance is followed at all levels.
12. Ensure PPE requirements for the workplace are established and maintained across all levels of the organization.
13. Manage site inspections and audits including external mandatory inspections.
14. Consult and communicate with the business support segments on HSE matters.
15. Advance and promote a sustainability and health & safety culture in the workplace.
16. Assist in auditing programs, including internal and external audits.
17. Monitor and maintain all relevant HSE and Risk dashboards updated.
18. Ensure COSHH, COMAH & DSEAR regulations are followed strictly across the organization.
19. Ensure safe management and disposal of all waste including healthcare waste done effectively as per the Health, Safety, Environment and Transport legislation.
20. Ensure fire risk assessments for the facility are in place, maintained as per legal requirements and perform regular checks on firefighting equipment.
The Ideal Candidate:
1. Qualified with NEBOSH General Certificate or equivalent.
2. Level 3 in Occupational Health & Safety Practice Qualification or above.
3. Experience of working within Facilities Management or health/social care environment.
4. High level of communication both verbal and written.
5. Forward-thinking and solution-oriented mindset.
6. Excellent IT soft skills.
7. Confident in dealing with stakeholders across diverse levels.
8. Accustomed to managing various deadlines, reactively and proactively.
Desirable:
1. Any specialist training/knowledge relevant to the health care environment.
2. Fire Risk Assessor Qualifications.
3. Professional membership in any relevant health and safety accrediting body Grad IOSH or equivalent.
