The Senior Commercial Manager oversees the financial management of complex, high-value projects, from tendering and preconstruction to delivery. They develop procurement strategies, manage risks, negotiate contracts, and ensure commercial success. These managers play a key role in project leadership, with responsibilities in risk management, procurement, financial reporting, and supply chain management. Typically, they are experienced industry professionals, skilled in negotiation and team leadership, with a deep understanding of the construction sector. Senior Commercial Managers often hold Chartered status (RICS, ICES, CIOB) and mentor other commercial staff.
Context
SZC, owned by EDF and HMG, is developing a nuclear power plant at Sizewell C, Suffolk, focusing on construction, operations, and decommissioning, along with potential hydrogen, air capture, and desalination initiatives. The project is in the preconstruction phase, aiming to secure financing, contracts, and regulatory approvals. SZC operates as a separate entity from EDF, transitioning staff to directly support the project. Key stakeholders include the UK government, EDF, financial investors, regulators, and local communities. The project is based on the Hinkley Point C model and involves critical technical and commercial collaboration.
Principal Accountabilities, Activities and Decisions
* Ensures staff have a good knowledge of and adheres to the Company's GMCEs, BMS and other governance, including Sizewell C systems, processes and required governance.
* Manages the feedback of commercial data between Planning and Estimating functions.
* Maximises digital opportunities and modern methods of construction.
* The ability to review and analyse tenders & cost data.
* To manage the preparation of Target Cost for a Project.
* To co-ordinate the commercial team to ensure programme issues are identified, mitigated, actioned and resolved.
* To manage the preparation and review of Earned Value Management.
* Manage the preparation of the monthly CVR and associated commercial reports.
* To manage the feedback of commercial data to Planning, Estimating, Marketing and Sales functions.
* Leads commercial aspects with Customer and stakeholders.
* Establish client supply chain requirements & advise on alternative forms of contract & procurement arrangements.
* Understanding of disputes resolution including options, structure as well as knowledge of the SCL Protocol.
* Application of legislation and ability to liaise with legal experts.
* Preparation of Estimates & Tender submissions including the interpretation of specifications & preambles.
* Representation of the financial and contractual interests to your employer and/or client in progress meetings or the like.
* Co-ordination of buying, accounts, production control/planning, supply chain management & procurement techniques, estimating & surveying functions.
* Management and reporting of Commercial Risk and Opportunity.
* Management of disallowed cost.
* Experience in the recruitment and retention of staff.
* Onboarding and induction of staff ensure commercial induction packs are drawn up and delivered.
* Manages and oversees team PDRs and identifies & targets the needs of individuals & self.
* Oversees & gives advice on training & development including CDP.
* Gives feedback on strengths and weaknesses – connecting plans for development of individuals.
* Determine project commercial staff requirement & liaison with HR for recruitment including temporary staff.
* Involvement with Schools & Universities to promote BB as a potential employer and to support sponsored students.
Knowledge, Skills, Qualifications & Experience
* BSc or MSc in Quantity Surveying or experience equivalent.
* Member or Fellow of RICS, ICES or CIOB.
