Job Purpose
The Infrastructure and Operations Project Manager will be responsible for the planning, execution, and delivery of public realm and infrastructure projects within the BID area. The role will focus on enhancing the urban environment, ensuring operational excellence, and integrating sustainable solutions.
The successful candidate will play a key role in developing and delivering place management initiatives while working closely with key partners such as Westminster City Council, Transport for London, and local businesses.
Key Responsibilities
Project Planning & Management
* Develop and implement a programme of public realm improvements and place management activities to enhance the BID neighbourhood.
* Create project plans, budgets, and schedules, ensuring all projects are delivered on time and within scope.
* Oversee all phases of project management from initiation to completion, ensuring compliance with relevant policies, regulations, and standards.
* Work with Westminster City Council (WCC) on planning, highways, waste management, and urban regeneration projects, including the Oxford Street District transformation.
* Lead procurement processes, including tendering, contract management, and negotiation with vendors.
* Support marketing and events teams with planning applications, permissions, and advertising consents.
* Ensure all public realm projects have a clear management plan to maintain cleanliness and operational standards.
Stakeholder Engagement & Contract Management
* Manage and oversee contracts, including the cleansing contract with Veolia and public infrastructure contracts such as public Wi-Fi.
* Ensure appropriate wayleave agreements are in place for street installations.
* Develop and maintain strong relationships with WCC, the Metropolitan Police, Safer West End, and local businesses.
* Act as the primary liaison for highways issues, engaging with key developments and construction projects.
* Collaborate with e-bike operators and local authorities to ensure compliance and effective management.
Sustainability & Innovation
* Integrate sustainability principles into all project planning and execution.
* Identify and implement innovative solutions to enhance public spaces and accessibility.
* Represent NWEC at Zero Emissions and other sustainability initiatives.
Monitoring & Reporting
* Track project progress, identifying risks and implementing mitigation strategies.
* Prepare detailed reports and updates for senior management and stakeholders.
* Conduct post-project evaluations to measure impact and identify lessons learned.
* Ensure all contracted Place Management services meet agreed KPIs and provide outstanding customer service.
* Support the Insights Team in reporting on footfall and public space utilisation trends.
Requirements
* Proven experience in delivering complex public realm or infrastructure projects, including budget management and regulatory compliance.
* Strong expertise in contract management, including tendering, negotiation, and vendor oversight.
* Comprehensive knowledge of the UK planning system, including national, regional, and local policies.
* Experience in stakeholder engagement, particularly with local authorities, BIDs, business owners, and community groups.
* Strong understanding of urban design principles, sustainability practices, and innovative place management strategies.
* Excellent problem-solving, communication, and negotiation skills.
* Ability to manage multiple projects simultaneously and make sound decisions under pressure.
* Qualification in Project Management, Urban Planning, Landscape Architecture, or a Built Environment discipline.
* Proficiency in MS Office, project management tools, and reporting software.
* Highly proactive, self-motivated, and able to prioritise workload effectively.
* Availability to form part of an on-call rota alongside the Security and Operations team to provide weekend cover as required.
