Programme Manager: Eastern Cape AIDS Council (5-year fixed term contract)
THE KEY RESULT AREAS OF THIS POSITION ARE AS FOLLOWS:
1. Manage and coordinate the provincial HIV and AIDS response.
2. Provide strategic HIV and AIDS and intellectual leadership to the programmes.
3. Lead and Coordinate Prevention and Treatment Programmes for District Aids Councils.
4. Mobilise various HIV/AIDS stakeholders behind the Provincial Strategic Plan.
5. Manage and supervise programme employees and ensure implementation of ECSECC Policies.
6. Design and prepare strategic plans, budgets and work plans of the programme and manage budget of the programme.
7. Manage the preparation of monthly, quarterly and annual narrative and financial reports to the ECAC Working Committee, Office of the Premier and other stakeholders.
8. Network and liaise with ECAC stakeholders.
9. Actively mentor interns and junior staff in their professional development.
10. Reporting to Civil Structure Forum.
11. Participate in national meetings e.g. SANA plenary.
12. Ensuring that resources have been mobilised.
13. Develop and coordinate HIV and AIDS related research agenda.
14. Coordinate impact mitigation and human rights programmes of the EC Province.
15. Assisting the Premier and developing their presentations in some cases.
16. Provide strategic HIV and AIDS advice to the provincial government and other ECAC stakeholders.
17. Manage programme budget and approve programme expenditure.
OTHER TASKS ARE AS FOLLOWS:
1. Attending to the requirements delivered by Executive mayors.
2. Attending to the content areas of the HIV/AIDS response.
3. Attending to the content areas of TB.
4. Assist in the design and development of strategic plans of ECSECC.
5. Maintain discipline and staff morale.
6. Participate in management and staff meetings.
KNOWLEDGE, SKILLS AND COMPETENCIES
1. A Masters degree (NQF Level 8) in public health, social science, public policy, development, HIV and AIDS or other related fields.
2. A PHD qualification in public health, social science, public policy, development, HIV and AIDS or other related field will be an added advantage.
3. In-depth understanding of HIV and AIDS in South Africa and the Eastern Cape.
4. Advanced Strategic planning and facilitation skills.
5. Excellent verbal and written communication skills.
6. Well-developed analytical skills.
7. Ability to handle various demanding tasks at the same time.
8. Ability to work under pressure.
9. Understanding of consequences of decisions taken.
10. Budgetary skills.
11. Code 08 and own transport.
12. Well-developed conflict resolution and negotiation skills.
EXPERIENCE
At least five years’ experience in a Management position.
EXTENT OF STAKEHOLDER NETWORK
Interact and network with stakeholders.
Interact with ECAC Council and Working Committee.
WORKING CONDITIONS
Working overtime whenever required.
Willingness to travel.
