Job description
The Financial Controls and Assurance team is looking for a Financial Controls Manager who is either a fully or part qualified accountant (CCAB or equivalent) and/or has relevant controls and assurance experience from working in a finance, audit, or assurance team.
This role will support governance statement assurance processes, coordinate responses to the National Audit Office and the Public Accounts Committee value for money reports, and manage financial delegations. They will also update the Accounting Officer System Statement, support finance and non-finance teams on financial control issues, and develop financial procedures and policies. Additionally, they will document departmental controls and assurances, develop the assurance framework, and provide progress reports to senior management.
The Financial Controls Manager will engage with stakeholders from across the department directly, so a proactive approach and an ability to work independently and collaboratively is imperative.
This is a great opportunity for you to lead the development of the department’s control and assurance processes to ensure taxpayer's money is spent efficiently and effectively.
Key responsibilities
* Support on assurance processes for the governance statement, which forms part of the department’s annual report and accounts.
* Co-ordinate the responses to National Audit Office and the Public Accounts Committee value for money reports and recommendations to ensure timely delivery.
* Manage the department’s financial delegations to ensure budget holders have authority to spend their budgets.
* Lead updates of the Accounting Officer System Statement, which sets out the department’s accountability arrangements.
* Support finance and non-finance teams on financial control issues, ensuring appropriate government guidance has been consulted.
* Develop, improve and implement financial procedures and policies and provide training and upskilling to finance and non-finance teams on these procedures and policies.
* Lead on documenting the department’s controls and assurances, developing the assurance framework using the Three Lines Model, and providing progress reports to the Finance Director and Audit and Risk Committee.
Skills and experience
Essential:
We would love to hear from you if you are a:
* Fully or part qualified accountant (CCAB or equivalent), and/or have relevant controls and assurance experience from working in a finance, audit, or assurance team and have:
* Excellent communication and collaborative skills with a strong focus on internal and external stakeholder management.
* Strong team-working skills, including working as part of a team and taking proactive independent responsibility for own area of work.
* Excellent organisation and prioritisation skills, including awareness of when to escalate.
* Proven experience in identifying and implementing improvements to processes and services, resulting in measurable enhancements in efficiency.
* Proficiency in MS Office, including Word, Excel, Outlook and Teams.
