As a, you will be at the forefront of a large-scale training and development programme centred on the latest procurement legislation, 'The Procurement Bill'. You will lead the transition from the current regime to the new regulatory framework, Transforming Public Procurement (TPP), expected to go live in Autumn 2024. This is a unique opportunity to influence and shape procurement practices, ensuring contracting authorities are well-prepared to deliver value for taxpayers under the new regime.
1. Facilitate engaging and informative online training events, empowering attendees to achieve their learning outcomes.
2. Deliver an 'Advanced Course of Deep Dives', moving procurement practitioners from understanding the 'what' to the 'how' of the new public procurement regime.
3. Provide learners with the skills and confidence to operate effectively under the new regulatory regime, utilizing its flexibilities to achieve better procurement outcomes.
4. Develop and provide subject-matter expertise in creating learning content for various procurement-related topics.
5. Leverage your expertise to generate and win new business opportunities within procurement learning and other transformation-related projects.
6. Proven experience in educating, enthusing, and coaching with a learner-focused approach.
7. Detailed knowledge of procurement processes, including category management, strategic sourcing, and contract management.
8. Experience in leading and managing procurement capability within the public sector.
9. Working knowledge of the end-to-end procurement lifecycle and core public procurement policies and regulations, including the Public Contracts Regulations 2015 and the new procurement legislation.
10. Demonstrable experience in designing and implementing procurement operating model changes.
11. Experience with Defence and Security Public Contracts Regulations 2011 and Utilities Contracts Regulations 2016.
12. Knowledge of advanced procurement analytics techniques and tools.
13. Experience in change management within complex public sector environments.
14. Affiliation with a commercial professional body such as the Chartered Institute of Procurement & Supply (CIPS).
15. Awareness of current procurement technology trends and providers like Jaggaer, Oracle, Atamis, SAP/Ariba, and Coupa.
