The Procurement and Commercial Team sits within the Finance and Corporate Services division of Social Security Scotland. It is responsible for leading on the procurement of a wide range of goods and services, ensuring compliance with the procurement regulations, and driving the realisation of savings and benefits for the organisation. In this role you will report to the relevant Procurement and Commercial Specialist and will lead the development, planning and implementation of procurement strategies contracts, including and up to medium value/ medium risk procurements, to enable Social Security Scotland to deliver benefits to the people of Scotland. This will involve working effectively with and influencing a wide range of key stakeholders, internal and external to Social Security Scotland. Responsibilities Responsibilities • You will lead and manage all stages of the procurement process to deliver a variety of low-to medium value, low-to-medium risk contracts in line with procurement legislation, policy and best practice. This includes from initial conception, procurement strategy development, tender management, evaluation to contract award. • You will support the development, planning and implementation of procurement strategies for high-value, high-risk procurements. • You will draft all associated procurement and contract documentation and use relevant tools and systems in delivery of procurement projects, including Public Contracts Scotland and Public Contracts Scotland – Tender. • You will effectively manage a range of customers / stakeholders within Social Security Scotland and the wider public sector to optimise value for money while ensuring key objectives and critical success factors are achieved e.g. sustainability, community benefits, fair work practices and the inclusion of Small to Medium Enterprises and supported businesses. • You will prepare and submit a range of reports to facilitate decisions taken by stakeholders on procurements and contracts. • You will assist your customers with contract management during the contract lifecycle using contract / supplier reviews and appropriate management information to identify risks to delivery, time, cost, and quality. • You will work closely with customers and actively manage suppliers to support effective contract outcomes, continuous improvement, innovation, and on-going benefits realisation. You will work flexibly across the organisation, sharing experience and input to the identification and deployment of best practice to help deliver the organisation’s wider goals. • You may have line management responsibilities in the future. This role is only available to existing permanent civil servants who have successfully completed their probation period within Social Security Scotland, the broader Scottish Government or Other Government Departments.
