Ensuring all MQA activities conform, as a minimum, to the standard operating procedures and risk profile agreed with Client. Ensuring all staff assigned to the MQA function are suitably experienced, qualified, and trained for the role. Ensuring all MQA screenings are aligned with the KPI and SLA criteria specified in the MSP agreement. Delivering continuous improvement in the MQA function and service delivery Completing own familiarisation and on-the-job trainings required for conducting MQA activities.
Key Responsibilities
1. Perform vetting and clearance activities, including assessment, screening and clearance of oil, gas and chemical vessels and terminals. For restricted trade screening types.
2. Conduct evaluation of vessel and terminal operator audit / incident reports to determine their conformance with relevant standards/expectations and their suitability for use in Client service.
3. Conduct risk assessments of third-party marine assets for use by Client. Where these assets fail routine marine assurance assessments and where the business is unable to find suitable alternatives, make recommendations to MQA Superintendent management on risk mitigation factors.
4. Provide operational assurance for time-chartered vessels and ensure delivery of HSSE performance of the time-chartered fleet.
5. Provide support to Client in conducting terminal and refinery audits / inspections.
6. Support the MQA Superintendent in ensuring consistent application of all marine assurance policies and procedures.
7. Conduct vessel operator TMSA verification audits as support auditor to confirm they are aligned with self-declarations and comply with Client acceptance criteria. Produce audit reports and close out follow-up actions with the vessel operator.
8. Provide feedback to the Audit and Inspection team to support the development and promulgation of audit / inspection best practice with the objective of achieving global consistency of audit / inspection activity across employed and sub-contracted auditors / inspectors.
9. Contribute to identifying scope of current and future shipping and marine related activities, providing early marine advice to ensure compliance with the Client marine quality requirements and procedures, including involvement in projects/peer group reviews and pre / post start up audits.
10. In conjunction with other regional offices, maintain data within the MQA system and other relevant sources in order to sustain accurate and contemporary information.
11. Provide vetting and clearance support and advice to Client terminals, charterers, vessel operators, and other shipping and marine activities as requested.
12. Provide innovation and development to ensure continuous improvement of systems, processes, procedures, and capabilities to ensure ever increasing efficiency of the business model is continuously achieved.
13. Assist in producing management stewardship reports that detail KPI, business metrics and SLA performance.
14. May be required to undertake other tasks that are relevant to the position.
Candidate Requirements
15. Class 2 OOW deck or engine CoC or Marine degree-based qualification together with extensive industry experience as Naval architect / Classification surveyor etc. Lead Auditor or hold a Nationally recognised Barge Master licence. Or Class 3 OOW deck or engine CoC in conjunction with successful completion of structured training plan to progress from Marine Quality Assurance Specialist Assistant role.
16. Be an excellent communicator (both verbally and written) at all levels within the organisation.
17. Possess skills to engage successfully with all levels of management in third party companies within the marine industry.

23. Formal training in accident and incident investigation.

25. Experience as Marine Quality Assurance Specialist Assistant
