Your initial role will be to lead the work in the work in the Retail Market Operations team covering the Expert role function for the Smart Energy Code, as well as heading up the initiation of the second phase of the cross-industry project on Energy Theft. The team covers a wide spectrum of policy issues for the entire energy industry - gas, electricity, DCC, data, security and the monitoring of smart-related consumer issues. The work not only enables future changes toward net zero, it addresses current challenges within the industry that directly affects the proper operations of the energy market. The successful candidate will have the experience and confidence to support the current L3 Team Head, as well as work independently to deliver against the objectives of this role. Sitting adjacent to the Retail Market Operations (RMO) team, this role will look to lead Ofgem's strategic and policy-related activity on energy theft, monitoring energy supplier compliance with SLC 12 which requires energy suppliers to take all reasonable steps to detect and prevent energy theft. Operating as Ofgem's internal energy theft expert, providing advice and managing project delivery on specialist energy theft related matters across Ofgem at all levels. This role will looks to refresh Ofgem's approach to energy theft following an initial scoping review and a period of stakeholder engagement in order to identify potential policy levers to reduce energy theft, improve supplier compliance and mitigate any consumer detriment. This role also requires effective oversight of transition programmes such as RTS and 4G communication hub rollout through policy analysis, monitoring and managing existing relationships with internal and external stakeholders. Additionally, this role retains responsibility for oversight of other metering-related issues, including: providing guidance and decision-making on the Smart Energy Code (SEC); modifications to energy codes including the SEC, Retail Energy Code (REC), and the Uniform Network Code (UNC). Essential Criteria Proven experience and skills in policy development for Radio Teleswitch Meter replacement and Energy Theft, including: identifying, analysing, and articulating complex problems; working with analytical, technical, and legal professionals to develop solutions and options; and presenting policy recommendations that consider the trade-offs and risks, and dependencies that help senior colleagues reach a decision. (LEAD) Excellent written and verbal communication skills, with the ability to effectively communicate complex issues to non-expert audiences. Experience of working on working on various code Panels that have discussed or progressed issues relating to Unidentified Gas or Energy Theft. Experience of managing and delivering projects against challenging deadlines with minimal supervision, and the ability to react appropriately to fast changing circumstances and unforeseen challenges.
