The Clyde Infrastructure Programme; a £1.6Bn programme of work comprising of new build facilities and refurbishment to support current and future operations on HMNB Clyde over the next 15 years. The programme of work is part of Government Major Programmes & Projects and is considered a top 100 government programme. This is a contract role and has been deemed inside IR35 12-24 months duration Based in Glasgow- Helensburgh Your duties and responsibilities will be Provide support to the management team on Cost Management matters, ensuring reporting is produced in a timely manner, works to support the Cost Engineer as required. Drive performance standards and technical excellence through expert communication. Support Project Manager(s) and Programme Manager in Monthly Finance and Delivery Reviews. Engagement with Finance as required, ensuring all supporting evidence is available as needed. Develop and support the Cost Engineer In addition to the management functions, the Cost Manager will also be required to support on Cost Engineering functions, by working with the Project Manager(s) to provide informed forecasts for the Project (for the Financial Year and Project Lifecycle). Collaborate with the Project Planner to ensure forecasts are informed and aligned to the programme. Review and Track Costs and Forecasts to ensure and demonstrate continued affordability. Produce Cost Reporting Outputs in a timely manner for month end reporting, inputting into all relevant internal financial systems. Attending monthly supplier Project Meetings and carry out associated contract administration as required, via CEMAR. Raise purchase and contract requisitions and occasionally receipting invoices within the relevant internal system. Assessment and checking on invoices and valuations and providing advice to PM to resolve invoice queries. Monitoring cost against change and attendance of the change control/EWN meetings. Develop and support the Cost Engineer.You will have the following qualifications and experience Able to communicate professionally and effectively with a variety of Stakeholders. Detail-oriented and organised, with experience of identifying, analysing, and solving problems. Excellent presentation and reporting skills (to support Cost Pre-meetings and Pre meetings for month ends. Experience of working in a wider Project Controls team on complex projects. Detailed working knowledge of cost engineering functions, cost control and cost analysis. Degree Qualified in Quantity Surveying or similar qualification. Ideally 5 years’ experience estimating. It's great if you also have the following Ideally Chartered status Relevant Professional Membership or working towards. CEMAR experience. NEC experience, preferred. The setting for the role Risks and Hazards are in line with working on a nuclear licenced site. These can include, nuclear fuel, radiation, chemicals and gasses, high voltage equipment, moving vehicles, flammable materials, high pressure circuits, steam, high noise and vibration levels. A full site induction will be provided, and all safety requirements must be adhered to when entering the site.
