Title: Development Manager The Programme and Project Partners (PPP) model was mobilised in 2019 with the purpose of transforming major project delivery at the Sellafield nuclear site. The partnership brings together KBR, Jacobs, Morgan Sindall Infrastructure, Altrad Babcock and Sellafield Ltd to deliver a 20-year pipeline of major infrastructure projects to support the decommissioning of Sellafield and to create a clean and safe environment for future generations. LI-JI1 LI-HYBRID Reports to: KBR Project Manager for DELCAP Project Location: Essential: UK National working remotely, with occasional trips to client sites Desirable: Cumbria/Cheshire with trips to client sites Qualifications, Experience, and Skills Qualifications - Educational: Essential: Degree, or equivalent Desirable: IT/CIS Honours Degree or Equivalent Qualifications - Professional Desirable: Microsoft Certified Associate, Pega Certification Experience and Skills: Essential: Ability to Manage a team of architects, developers and testers to successfully deliver technical capability to the client; Understand requirements, designs and development options to successfully deploy the technical resources either through agile or waterfall SDLC methods; Establish and assure development timescales/backlogs/priorities and risks to ensure successful delivery; Validate and oversee Third Party Vendors and System suppliers; Develop and maintain development policies and procedures; Experience of DevOps, DevSecOps and Agile and traditional working; Thorough understanding of appropriate development to support UK Gov security assurance of Systems. Desirable: Experience of the entire software development lifecycle; Management and leadership of development teams; Creation of Systems Test Documentation; Experience of automated test tools, Low Code systems design and implementation. Project Background DelCap is the mechanism through which project management and delivery will be transformed to enforce optimised processes. Sellafield is seeking to both improve the quality of project delivery across the enterprise and reduce the overspend that has occurred in previous years due to time and physical clashes between projects and programmes on the site. Core Responsibilities and Duties Essential Experience of: Creation of a development Strategy; Creation of High-Level Plans and acceptance gates with criteria; Management of developers/testers/architects and test teams; Working as part of an agile sprint based team; Testing of security accredited solutions; Use of both manual and automated software development tools. Experience in: Mgt of Integration tests; Mgt of FAT/UAT; Code management/ branching strategies/ release process; Delivery with agile methods, such as SCRUM, and a DevOps environment; Use of industry standard methods for documenting and controlling the DevSecOps process. At least three years’ experience delivering solutions within a secure environment; Proven ability to collaborate with team members and a wide range of people; Demonstrates good organisational skills giving the ability to deliver to meet timeframes and estimates; Demonstrates good written, oral, comprehension and presentational skills. Desirable Knowledge and experience of: Exposure to complex data environments; Information security constraints and best practice; Knowledge of market leading DevOps and automated test solutions. Integration technology, cloud services and cloud integration services, e.g., message brokerage, enterprise service bus, gateways, etc. Competencies Essential: Proven ability in creating and leading a comprehensive software development approach to systems with multiple COTS and APIs as well as developed code; Ability to think creatively; Proven experience in the delivery of software development; Knowledge of both traditional and DevSecOps approaches to software implementation; Knowledge of the tools and processes for DevOps / DevSecOps continuous build and integration; Hold, have held, or eligible to apply for UK based security clearance – SC or better; Recognised certification e.g., Microsoft, Pega. Desirable: Understanding of computing trends, e.g., AI, IoT, open source, distributed processing; Exposure to complex data environments; Experience of enterprise networking and integration in the public sector, including hybrid cloud; Pega iBPM Certification.
