As well as delivering on an organisational wide digital and data transformation, Companies House is seeing the biggest changes to the way that it has operated since it was established. We have recently implemented the new Register of Overseas Entities as a result of the Economic Crime (Transparency and Enforcement Act) 2022 and we are now implementing major measures through the Economic Crime and Corporate Transparency Act 2023. Our extensive programme of implementing the legislative reforms will see us exercising several new powers to improve the integrity of the company information we receive, hold and share, but also these reforms place Companies House at the heart of the cross government approach to tackling Economic Crime. This new role sits within the Compliance & Enforcement ID Verification Team, focusing on driving up compliance with the new legal requirements and designing and implementing robust and proportionate enforcement action against non-compliance with the Companies Act. ID verification is the biggest reform measure and will provide the largest priority in terms of compliance. We will need a multi-faceted compliance approach and a detailed compliance and enforcement plan in place before we go live with the new requirements. As a Service Manager youll be responsible for overseeing the running of compliance and enforcement work streams related to ID Verification. This will include identifying vulnerabilities and risks, undertaking assessments of threats, and prioritising compliance and enforcement activities according to those priorities. Together with colleagues in the IDV team, this role is key in designing and developing our approaches to compliance and enforcement ready for go-live and for the future, and ensuring we develop a Compliance and Enforcement Service that is fit for our new role in government. Using our compliance framework, you will identify vulnerabilities and threats to non-compliance and plan, prioritise and implement targeted and strategic work streams to drive up compliance, improve the integrity of the information we hold and also be involved in delivering against KPIs. This service will ensure that statutory requirements are met, that we seek to promote the new objectives of the registrars, and non-compliance is dealt with robustly and proportionately. The Registrars objectives are to: ensure that any person who is required to deliver a document to the registrar does so (and that the requirements for proper delivery are complied with); ensure that information contained in the register is accurate and that the register contains everything it ought to; ensure that records kept by the Registrar do not create a false or misleading impression to members of the public; prevent companies and others from: carrying out unlawful activities; and facilitating the carrying out of unlawful activities The key responsibilities will include: Overseeing the effective delivery of a range of projects and report progress to the Head of IDV Compliance and Enforcement Service and the various governance boards. Identifying vulnerabilities, risks and threats to non-compliance with ID Verification and designing and delivering effective strategies for tackling these. Monitoring trends over time, and refining our approaches continuously, to ultimately improve the integrity of ID information, driving up trust and transparency. Investigating suspicious ID activity, leading and overseeing casework, using robust evidence and approaches aligned with our C&E strategy and frameworks, and formulating reports containing robust and proportionate recommendations for enforcement actions. Working hand in hand with our policy, legal and prosecution team to ensure robust and effective enforcement approaches are employed. Collaborating closely with colleagues across teams internally and with external stakeholders on referrals to and from the team, ensuring joined up and system wide approaches to tackling non-compliance and criminal activities, referring and escalating to Head of Service and Intelligence teams appropriately. Working closely with colleagues to set the strategic and tactical direction for operational colleagues. Identifying and prioritising any delivery issues and tracking metrics to ensure continued improvement, value for money, and focus on impacts and outcomes. Understanding customer insight and user research and able to translate these into service improvements. Managing and developing a team as well as continuously learning and improving oneself. Managing resources effectively, including budgets, to ensure the area is operating within agreed parameters. Person specification We are looking for a candidate who has: Experience of working in a compliance, enforcement or service delivery role. An understanding of translating policy and legislative requirements into practice. Experience of strategic thinking and leadership. Track record in delivering at pace for key milestones including financial approvals / project gates and go-live dates. The ability to develop effective working relationships and engage with staff and a range of stakeholders at all levels to achieve the desired outcomes. The ability to clearly articulate vision and strategy and use influencing skills to obtain buy in and engagement from others internal and external to Companies House. Experience of leading and managing others to meet current and future skills requirements.
