Job Title: Technical Services and Fabric Manager
Reports To: General Manager

Work Pattern: Monday to Friday (4 days on-site, 1 day remote, as workload allows)
Role Overview
We are seeking a Technical Services and Fabric Manager (TSFM) to lead the management of mechanical, electrical, and fabric maintenance across our estate. This pivotal role will oversee the mobilisation of the MEPF (Mechanical, Electrical, Plumbing, and Fabric) function, ensuring a seamless transition through the warranty period and into steady-state operations.
The TSFM will deliver strategic oversight, ensuring efficient service delivery to tenants, guests, and visitors by managing resources, personnel, and systems effectively. The role also includes participation in a shared on-call rota for emergency responses, ensuring operational continuity year-round.
Scope of Responsibility
At the outset, the role includes managing the following key assets:
Central Office Building: 500,000 sq. ft.
Common Areas: Amenity spaces, logistics, and vertical transport
Energy Centre
Structures and Facades
Estate Areas: Hard landscaping
Key Responsibilities
1. Strategic Oversight
Technical Services Management: Ensure compliance with health, safety, and environmental standards.
Service Partner Collaboration: Develop and maintain strong relationships with contractors managing mechanical, electrical, IT, and other services.
Performance Monitoring: Conduct regular reviews, ensuring KPIs and reports are accurate and timely.
2. Operational Leadership
Fit-Out Management: Guide tenants and consultants during the fit-out process.
Compliance and Safety: Ensure all statutory regulations for health, safety, and environmental standards are met.
Energy Efficiency: Monitor energy usage, identify trends, and recommend cost-saving measures.
Technology Integration: Advocate for the adoption of FM technologies to enhance operational efficiency.
3. Maintenance and Incident Management
Lead the creation of maintenance schedules for common areas and ensure compliance with safety standards.
Manage fire safety, including the adoption of Olympia's Fire Management Plan.
Oversee water hygiene systems, including legionella risk and equipment maintenance.
Support incident management and provide strategic oversight during emergencies as part of the senior manager on-call rota.
4. Stakeholder Engagement
Foster positive relationships with tenants, contractors, and external authorities.
Promote OES’s vision and values, ensuring team alignment with organisational goals.
5. Continuous Improvement
Drive innovation by integrating best practices and emerging industry trends.
Support professional development within the team, ensuring skills remain current.
About You
Experience
Proven expertise in managing engineering and fabric services for large property portfolios, with experience in trophy building mobilisation.
Knowledge
Strong understanding of building regulations, health & safety, and environmental compliance within mixed-use tenures.
Qualifications
Degree in Engineering, Building Services, or a related discipline.
Experience in a prestigious property management or technical services environment.
Skills
Leadership and communication skills with the ability to influence and engage at all organisational levels.
