Are you a Senior Quantity Surveyor or Cost Manager with NEC3 / 4 contract experience working on civil/infrastructure projects and want to work on an exciting £1billion section of High Speed Two in the Centre of Birmingham. Looking for a Commercial Manager to work on the main works civils contract and take ownership of 5 km of line of route from Curzon Street approaches heading east towards, Washwood Heath Depot & Saltley – this is a highly complex route through urban Birmingham characterised by a sequence of viaducts and structures that make up the Curzon Street Approaches including the nicknamed “Bellingham Bridge’ a 150m impressive truss bridge. There are lots of contaminated land most notably at Washwood Heath the site for the new HS2 Depot which is currently the largest brown field site in the UK. In addition there are lots of utility, structures and highways works. Working in the city centre there are huge number of interfaces including Birmingham Council, businesses, public, Majors office, West Midlands Combined Authority (WMCA), transport for West midlands, Network Rail to name a few. Job Purpose As Commercial Manager you will report to a Senior Commercial Manager managing an Assistant QS and will be responsible for delivering commercial oversight & contract administration duties within the Delivery teams working on a heavily amended NEC3 Option C Contract. Working alongside & in the same office of the main contractor Balfour Beatty Vinci (BBV) key tasks will include scrutinising and management of change (compensation events). With 3 to 4 year left on the Main Works Civils the successful candidates will move onto one of the 2 Station New Build Contracts or one of the 14 Rail System Contracts which could include - £550m Rail Depot, £1.2 bn Signalling Contract, £500 M&E systems package and £300 Overhead Catenary System to name a few, projects are going onto 2034. You will be based from the central Birmingham Fort Dunlop site office – there is a shuttle bus taking workers to site from Birmingham New Street Station (takes 10 minutes) Commercial Manager £60 – 70,311 Pen(6/12) 25 hols health (Ideally up to £67k) Next promotional step is Senior Commercial Manager - £80 - 90k pkg Duties & Responsibilities To be responsible for delivering commercial and contract management of the contracts to maintain effective commercial control; To be responsible for the administration of the obligations of the Project Manager under the NEC3 Contract, including assessment of:- variations and compensation events contract payments performance incentive To be responsible for maintaining effective cost verification; To be responsible for reviewing and analysing supply chain monthly reports to drive supply chain performance; To be responsible for inputting contract level performance information into monthly MBR reports; To be responsible for participating and contributing in and contribute to monthly contract and programme performance reviews and other ad hoc reviews and supporting final cost estimate updates; To be responsible for supporting the settlement of supply chain disputes; To be responsible for providing day to day ad hoc contract and commercial advice to client team; To be responsible for providing commercial assessment of opportunities for project savings supporting the development of associated proposals / business case for approval; To be responsible for supporting the development of a collaborative culture within the IPT (Integrated Project Team) that encourages innovation, enhances functional capability, creates consistency of performance, maximises the benefits of knowledge sharing and embeds industry best practice across the organisation; To be responsible for supporting the commercial relationship and engagement with key contractors. To be responsible for review estimates (at all stages). Require Criteria Senior QS / Cost Manager from a Quantity Surveying background with either Client, Consultant or Main Contractor experience. Expected to have in the range of 5 – 10 years’ experience. Good understanding of Change Management (Compensation Events), with knowledge of the NEC3/4 contract and with appreciation of assurance & governance. Experience will be working on major civil engineering Infrastructure – Rail, Structures, Heavy civils, highways, utilities etc. Key Behavioural – Self Starter, appetite to Develop & learn, excellent communication and collaboration skills, a track record of personal development, organised and driven.
