Our public sector client is looking for a Treasury Management Officer to join them on a Temporary basis.
Pay rate: £19.39ph to £20.22ph
Hybrid/Remote – Coalville
Job Purpose:
As a Treasury Management Officer, you will manage the treasury function with the aims of minimising payments of interest and maximising investment returns. The successful candidate will be responsible for managing the Council’s cash securely, ensuring availability of funds and achieving optimum yield. You will also support the Head of Finance to develop a robust and effective annual Treasury Management Strategy Statement and report against activity on a quarterly basis. The Treasury Management Officer will have sole responsibility for the treasury management function but will be part of a wider Finance Team, with full support provided by the Head of Finance and external treasury advisors.
Core Responsibilities:
1. Manage the Council’s treasury management function with the aims of minimising payments of interest and maximising investment returns.
2. Support the Finance Team Manager to develop a robust and effective member-approved annual Treasury Management Strategy Statement and report activity against the strategy on a quarterly basis.
3. Work with the Council’s appointed treasury advisors to ensure adherence to relevant statutory and professional code requirements, manage cash in the most secure, liquid, and yield-bearing manner, and manage strategic issues appropriately.
4. Calculate and monitor the Council’s prudential indicators in line with the Prudential Code for Capital Finance in Local Authorities.
5. Manage the Council’s Minimum Revenue Provision policy and annual budget in line with capital spending plans.
6. Develop, maintain, and manage the Council’s cash flow forecast and longer-term balance sheet forecast.
7. Appraise investment and borrowing options.
8. Prepare statistical returns.
9. Draft disclosures for the Council’s Statement of Accounts in relation to treasury management-related accounting standards.
10. Undertake the Council’s insurance function and ensure adequate cover is in place, including effective administration of claims.
11. Carry out other accounting, risk-management, development, and project work as required by the Finance Team Manager or Head of Finance.
Home working is available; a laptop must be collected and returned in person at the offices in Coalville.
Minimum Requirements:
1. AAT qualified or equivalent, with a minimum of three years post-qualification experience within a financial environment or with substantial relevant experience.
2. Experience of budget monitoring.
3. Treasury Management Experience.
4. A good understanding of general accounting principles.
5. Experience in the use of Excel and Word (or equivalent) and integrated financial software systems.
6. Ability to interpret and advise on financial and performance data.
7. Able to develop and maintain effective working relationships with colleagues and partners.
8. Excellent communication skills – both written and verbal.
9. Able to work both individually and collaboratively as an effective member of a team.
10. Ability to organise and prioritise work to meet strict deadlines.
