Exciting and challenging opportunities have arisen for a Sub–Contract Manager to join our Edinburgh Procurement function in the AESA Radar programme area.
The Sub-Contract Manager will provide a full procurement service to the relevant Procurement Manager while helping to develop the strategy for direct material procurement and then implementing this with best available procurement practices.
The Sub-Contract Manager will be responsible for sub-contracting and ordering key equipment and material for various projects, including working with the Manufacturing and Supply Chain Team in expediting, inspection, and incoming shipments.
There may also be an opportunity for the Sub-Contract Manager to manage direct reports in the relevant procurement team.
The Sub-Contract Manager represents the relevant project team in meetings with the end customer regarding any supplier issues. In conjunction with the Procurement Manager, prepares procurement reports for various projects and agrees on these with the Project Manager, ensuring that the project adheres and actively responds to them. This includes procurement research and marketing in the selection of competent and approved suppliers in conjunction with the Category Management approach.
In conjunction with the Procurement Manager, supervise the preparation of necessary bid packs (RFQs), applicable conditions of Sub Contract and associated Statement of Work (SOW), list of suppliers and sub-contractors, detailed acceptance procedures, and all other documentation relating to the Project. The ability to oversee ICD and TRS information as it impacts the SOW/Terms and Conditions is essential. Agreeing with the Procurement Manager on the list of companies invited to tender for work, managing the bid process, selection, and taking the selected Vendor from negotiation through to final deliveries is required.
Must also support Lifecycle management and have an in-depth knowledge of Life Cycle Management engaging in all steps of the process, including the ability to produce Procurement Plans.
What you’ll do:
* Manage key and high-value vendors supplying into various high-profile contracts, some of which are subject to being DCMA compliant.
* Inward & outward communication with IPT stakeholders.
* Undertake supply market research and identify sources of supply, developing suppliers and understanding capabilities, strengths, and weaknesses as part of a supplier selection process.
* Work closely with engineers and QA on project specifics.
* Continually monitor and review progress of procurement work.
* Prepare weekly/monthly procurement status reports and prioritize several project demands in relation to these.
* Attend and prepare reports for weekly and monthly (as required) progress meetings wherein the holistic overview of material supply is reviewed in line with project timescales.
* Ensure that the appropriate commercial protections are in place such as NDAs, TAAs, Export Licences, and Manufacturing Licence Agreements for the bought-in items. Show particular attention to the ITAR regulations and the requirements thereof. Ensure the appropriate storage of documents in EAJAS and/or DMS.
* Sign off, in conjunction with the Procurement Manager, the T3 estimate to support the BOM content.
* Undertake the responsibility for placement of all procurement commitments whether by letter of intent, ATP, Purchase Orders (preferable), Subcontract Documentation, or any other form that is agreed and underwritten with the Procurement Manager.
* Ensure a strong understanding of commercial law and the ability to form and understand complex contracting arrangements.
* Work with and manage all the suppliers/subcontractors to ensure schedules of work are compatible with the project.
* Undertake and ensure that all negotiations with the suppliers and subcontractors are professionally conducted and under the direct control of the Sub Contract Manager.
* Continually attempt to find ways to take costs out through better collaboration with suppliers using company best practice, aligning into PCRB.
* Take the lead and manage the supplier gateway process, from the selection phase through a series of performance-based reviews such as Design Reviews, Production Readiness, and FAI.
* Ensure, in collaboration with the Project Manager, that timely supply chain support resource (e.g. QA, Engineering, and Manufacturing) is available.
* Be able to take a total cost of acquisition approach (long term) rather than a short-term price view, recognizing the difference between cost and price.
* Understand Cost to Cost and Financial Modelling to support the Procurement element within the IPT, run monthly ETC report for finance.
* Monitor performance management of the supply chain and relay back metrics.
* Deploy appropriate SAP activity for all parts – e.g. POs vs. VMI, PIRs vs. SAP Contracts. Show aptitude for the SAP system and ensure that data therein is both up to date and correct.
