The Department for Outcomes is looking for an Economist to support the development and application of methodologies to assess the impact of WBG-financed projects and country strategies on youth and gender outcomes. In coordination with the Gender Group, the Economist will ensure accurate and effective measurement of youth and gender-related indicators. He/she will also provide data-driven recommendations that improve youth and gender outcomes in WBG-supported projects and strategies.
Duties and accountabilities:
* Data Collection and Analysis:
Develop methodologies for measuring youth and gender outcomes in development projects, country strategies, and analytical reports.
Design and oversee the collection of quantitative and qualitative data, ensuring robust measurement techniques are applied.
Conduct econometric analysis to assess the effectiveness of interventions aimed at improving youth and gender outcomes.
Coordinate data collection, monitoring and reporting for the WBG Scorecard indicators disaggregated by gender, as well as for selected indicators of the Gender Strategy Results Framework.
Monitor the implementation of Gender Targets and undertake regular and insightful analysis on the progress towards those targets.
* Support to Project Teams:
Provide technical advice to WBG project teams on integrating youth and gender indicators into project design and implementation.
Advise on the development of monitoring and evaluation (M&E) systems to track progress on youth and gender outcomes at country level.
Guide teams in the conduct of ex-ante and ex-post evaluations of project impacts related to youth and gender.
* Capacity Building:
Support capacity-building initiatives aimed at improving stakeholders' understanding of how to measure and evaluate youth and gender outcomes.
Deliver training sessions and workshops to government officials, project teams, and partners on the inclusion of youth and gender in economic analysis.
* Knowledge Sharing and Learning:
Produce knowledge products, including reports, policy notes, and blogs, to disseminate lessons learned and best practices on measuring and improving youth and gender outcomes.
Collaborate with global partners, academic institutions, and NGOs to ensure that the WBG is applying the latest knowledge and innovations in measuring gender and youth inclusion.
Selection Criteria
* Advanced degree (Master's or PhD) in Economics, Development Economics, Public Policy, or a related field.
* Substantial experience working on development projects funded by multilateral institutions, such as the World Bank or other international financial institutions, particularly on gender and youth. Field experience is an asset.
* At least 5-7 years of experience in conducting economic analysis, preferably in development contexts, with a strong focus on gender and youth outcomes.
* Strong analytical and problem-solving skills.
* Excellent written and verbal communication skills, with the ability to translate complex data into policy-relevant insights.
* Peer-reviewed publications would be an asset.
* Fluency in English is required. Knowledge of additional languages (e.g., French, Spanish, or Arabic) is an asset.
